The Deputy Director serves as the executive agent responsible for establishing and implementing enterprise-wide strategic sourcing policy and procedures by executing strategic sourcing for all CONUS based AF installations across ten major commands. The incumbent is responsible for implementing sound business practices and highest standards of ethical conduct and fiscal responsibility including key participation in complex source selections. Provides the command and control of the four Enterprise Sourcing Squadrons, and the AFICC staff. By providing leadership, vision, and developing innovative corporate strategies, the Deputy Director evaluates the effectiveness of the operations within these organizations and supports and advances strategies, which promote efficiencies and provide small business opportunities.

The Deputy Director has direct responsibilities for and is the AF lead for installation enterprise, category management, and strategic sourcing efforts. This includes the development of and execution of category management, strategic sourcing and DAF enterprise-wide procurements that support all AF installation requirements and key customers that include AF Civil Engineering, AF Surgeon General, AF Security Forces, and the Defense Technical Information Center (DTIC). The Deputy Director leads strategic activities and establishes key management processes related to those efforts through accomplishment of the duties described below. The Deputy Director advises the Commander, senior DoW/DAF leadership and other federal agencies on DAF strategic sourcing status. Acts as Director in the absence of the Commander.

Drives efficiency in AFICC operations through the development and implementation of standard installation acquisition processes and procedures and through effective centralization of installation contracting support functions. Executes delegated Head of Contracting Activity authority as the Senior Contracting Official in accordance with Air Force Federal Regulation Supplement 5302.101. Manage and oversees multiple Air Force Commodity Councils to include: Medical, IT, Force Protection, Furnishings, Civil Engineering Equipment/ Services, Office Supplies, Communication Equipment/Services, Advisory and Assistance Services, Clothing, and Education and Training for Air Force-wide use.

Serves as the Agency Competition Advocate responsible for the development and implementation of programs and policies to promoted competition and for the approval of Justification and Approval documents at the threshold requiring flag officer or equivalent signature in accordance with Federal Acquisition Regulation 6.502. Also serves as the Agency Contracting Ombudsman. Recommends methods to streamline processes and implement solutions to correct systematic problems. Implements and maintains an effective internal control system to assure funds, property, and other government assets are safeguarded against waste, loss, unauthorized use, or misappropriation. Establishes and maintains working relationships with top-level personnel of Air Force, Navy, Army, Marines, DoW, international customers and industry in the performance of the AFICC strategic sourcing responsibilities.

Through subordinate supervisory personnel, assures the establishments of standards of professional and technical quality are maintained. Evaluates the background of prospective candidates for critical positions and recommends selection of key personnel for senior level positions. The Deputy Director ensures career development requirements of assigned personnel are established and that actions are being taken to satisfy those requirements and the requirements of their subordinates. Support workshops, conferences, and action groups as deemed necessary to facilitate and enhance the competence of the management and functional community. Participates in and/or chairs senior-level meetings at MAJCOMs or HAF/SAF to address issues impacting the accession, enhancement, and retention of personnel.

  • Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
  • Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
  • Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
  • An initial SES career appointment becomes final only after the individual successfully completes a 1-year probationary period.
  • Attendance to the Air Force's Senior Leader Orientation Course (SLOC) is generally required within 12 months of appointment, subject to course availability.
  • Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.
  • Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoD Policy on The Employment of Annuitants.

Qualifications

Eligibility will be based upon a clear showing the applicant has training, education, and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations. Candidates will not be hired based on their race, sex, color, religion, or national origin.

In accordance with new OPM requirements to streamline Senior Executive Service (SES) hiring, applicants are no longer required to submit lengthy narrative essays, including those for Executive Core Qualifications (ECQs) or Mandatory Technical Qualifications (TQs), when applying. Instead, the initial application will be resume-only, capped at two pages. This change streamlines the application process and more closely aligns with private industry practices. Applicants identified for potential selection will have their ECQs assessed by undergoing a structured interview with the Office of Personnel Management (OPM) Qualifications Review Board (QRB).

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that satisfy the technical qualifications.

TQ1. Demonstrated ability to provide command and control over geographically separated units incorporating enterprise-wide vision, strategies, and policy. Leads in developing innovative corporate strategies and promoting efficiencies.

TQ2. In depth, senior level leadership experience in all phases of acquisition contracting, services, materiel, and supplies applicable to all phases of the contracting process.

EXECUTIVE CORE QUALIFICATIONS (ECQs): All new appointees to the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the five mandatory ECQs:

This is a Critical Acquisition Position (CAP). A 3-year tenure agreement is required for the position. The incumbent must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements cited below, unless a waiver is granted by the AF Senior
Acquisition Executive (SAE).

a. Selectee must have 10 years of acquisition experience, at least 4 years of which was performed while assigned to a CAP.

b. Selectee must execute, as condition of employment, a written agreement to remain in federal service in this position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such agreement alter any other terms or conditions of employment.

c. Selectee must meet Advanced certification requirements in Contracting

d. Selectee must have 12 months full time experience applying a representative sample of the Contracting Common Competencies.

e. Selectee must maintain professional currency by engaging in at least 80 hours of continuous learning every 2 years (with a goal of engaging in 40 hours annually) commencing from the time the member enters the acquisition workforce (AWF) position throughout employee's continuous tenure in the AWF.

ECQ 1. Commitment to the Rule of Law and the Principles of the American Founding: Demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

Education

A bachelor's degree from an accredited institution is required. The bachelor's degree must include or be supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics,
industrial management, marketing, quantitative methods, or organization and management. A master's or advanced degree business or administrative field is highly desired.

Additional information

In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives must demonstrate an ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. This information should be embedded within the resume.

Tiering: The Department of the Air Force structures its SES positions into tiers to determine the pay range for each position. The categories are based on the position scope, breadth, functions, and placement within the structure of organizational levels across the Department.

Salary: $165,132.00 - $209,600.00 per annum. (Air Force Tier 1) SES members are eligible for bonuses and/or ranks and stipends in addition to annual salary. SES members are eligible for Performance-Based Salary increases and/or bonuses.Area of Consideration: Applications will be accepted from all qualified persons.

Mobility: Organizational and geographical mobility is essential in developing and managing SES and DISES leaders and generally is a key to advancement. Therefore, mobility is a condition of employment and appointed SES and DISES members will be required to sign a Reassignment Rights and Obligation Agreement.

Relocation Authorized: Payment of Permanent Change of Station (PCS) costs is authorized in accordance with the Joint Travel Regulations (JTR).

The selected candidate's application will be forwarded to OPM for review and certification by the QRB, unless the selectee provides evidence of their noncompetitive status (i.e., a current SES, OPM QRB certified SESCDP graduate, or SES reinstatement eligible). Once QRB certified, the selected candidates will be required to serve a one-year probationary period.
