Help

  • Provides employee relations assistance to supervisors and other senior leadership for the Utah Test and Training Range.
  • Reviews and evaluates organization structures making recommendations on distribution skill sets and coordinates implementation with leadership.
  • Advises commanders, supervisors, and managers on civilian personnel issues, including those involving organizations that have wide range of professional, scientific, administrative, and highly technical positions, some with high-grades and technical positions in rapidly changing fields.
  • Provides complex management support services for Head Quarters Utah Test and Training Range.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 for the GS-11 grade level, one year at the GS-11 for the GS-12 grade level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

TARGETED POSITIONS: This position is a developmental (e.g.: GS-11 Target GS-12) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-11). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.

GS-11
SPECIALIZED EXPERIENCE Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement,of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Examples of specialized experience includes evaluating and advising on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation.

EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience.

OR
COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience.

GS-12
SPECIALIZED EXPERIENCE:Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes in analyzing and evaluating the effectiveness of program operations or policy in meeting established goals and objectives analyzing and evaluating proposed changes in mission, operating procedures and delegations of authority, identifying and developing data required for use in the management and direction of programs and reviewing administrative audit and investigative reports to determine appropriate changes or corrective action required.

NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of a wide range of employee relations concepts, principles, practices, and regulatory requirements sufficient to perform detailed analyses; draw conclusions on complex issues, problems and situations; and advise senior managers regarding corrective techniques in response to wide range of conduct and performance problems.
  • Knowledge of analytical and evaluative techniques used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for a complex and diverse organization.
  • Knowledge of extensive body of civilian and military HR rules, procedures, and operations sufficient to provide advice to management on a variety of issues, interpret regulations and union contracts, monitor and track.
  • Skill in gathering, assembling, and analyzing facts; drawing conclusion; devising solutions to problem; identifying changes and trends; and preparing and presenting briefings and reports.
  • Knowledge of laws, regulations, policies, practices, and procedures covering programs involving classification and position management, recruitment, and staffing.   • Ability to carry out and complete assignments involving work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy and moving them towards an ownership of their objective without imposing personal bias.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

"Utah Test and Training Range (UTTR) - UTTR mission is to provide war fighters with a realistic training environment, and conduct DOD Test & Evaluation (OT&E) including tactical development and evaluation supporting large footprint weapon systems to enhance combat readiness, superiority, and sustainability.
