Duties

Help

Provides operational guidance to ensure consistent implementation of CYP standards across Marine Corps installations. Develops and updates procedures related to personnel management, child supervision and accountability, staff observations, training, and family engagement. 

Maintains regular communication with assigned installations worldwide to resolve operational issues, support program implementation, and advise on facility use, staffing, and service delivery. Identifies trends, forecasts program needs, and builds partnerships with academic institutions, DoW components, nonprofit organizations, and professional development entities to strengthen program quality. Supports enterprise initiatives that promote standardized behavior support practices and coordinates with HQMC Family Advocacy to develop and implement standardized training on child abuse identification and reporting.

COMPLIANCE:

Travels to Marine Corps installations to conduct higher headquarters unannounced inspections of CYP operations, provide site assist visits, and support installation training and OSW hosted events. Evaluates programs for DoW certification and provides expert recommendations to ensure compliance with statutory and regulatory requirements. Reviews staff records, including pay, qualifications, training, and background checks to verify compliance with applicable policies and regulations. Conducts inspections, internal reviews, and spot checks to analyze data and assess program performance.

Supports installations throughout the corrective action process, approving or recommending corrective measures as appropriate, while also assessing audit readiness and verifying the accuracy of information within CYP authoritative systems. Prepares and delivers briefings to senior staff and installation leadership and develops supporting documentation such as reports, proposals, correspondence, action documents, routing sheets, point papers, and presentations. Identifies discrepancies, collaborates with staff to evaluate alternatives, and recommends corrective actions to the Commander.

POLICY DEVELOPMENT AND PROGRAM OVERSIGHT

Writes, coordinates, and revises CYP policy, operational plans, and program guidance to support enterprise¿wide implementation. Develop operational materials and tools, including guidebooks, handbooks, and training resources, and communicate strategic program information through information papers, letters of instruction, and presentations. Reviews proposed changes to program plans and policy to ensure alignment with DoW and Marine Corps requirements and provide guidance to installations on policy interpretation, program improvements, and meeting DoW certification standards. Offers technical assistance to field staff, identifies emerging issues, forecasts program requirements, and contributes to the development of higher¿level initiatives. Provides courteous and effective customer service, resolving issues promptly and elevating concerns when necessary.

BUDGETING AND FINANCIAL RESPONSIBLITIES:

Develops annual CYP budget initiatives and provides supporting documentation outlining the details and justification for the budget request. Analyzes data to support resource allocation, program planning, and leadership decision¿making. Identifies cost¿effective operational methods and best practices to improve program efficiency and effectiveness. Serves as a Contracting Officer Representative (COR) for contracts supporting CYP and ensures contractor performance meets program requirements.

ADDITIONAL RESPONSIBILITIES:

Analyzes inspection and operational data to identify trends, gaps, and opportunities for improvement. Supports the development and implementation of HQMC and higher¿level initiatives related to curriculum, training, and program improvement. Prepares reports, briefings, and documentation to support leadership decisions and uses advanced oral and written communication skills to deliver recommendations and presentations in fast¿paced, multitasking environments. EVALUATIONS:

Qualifications

Bachelor¿s degree or higher in Early Childhood Education, Child Development, Elementary Education, Youth Recreation, Secondary Education, or a closely related field appropriate to the position, AND a minimum of five years of specialized experience working with children and/or youth in DoW Child and Youth Programs or equivalent in the private sector. Experience must include work in a CYP management or training role that demonstrates the expertise required to serve as a recognized authority supporting day¿to¿day program operations. 

OR

A combination of education (at least 24 semester hours) and experience that provides knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above and a minimum of five years of specialized experience working with children and/or youth in DoW Child and Youth Programs. or equivalent in the private sector. Experience must include work in a CYP management or training role that demonstrates the expertise required to serve as a recognized authority supporting day¿to¿day program operations. 

Incumbents must have experience in budgeting, program evaluation, and policy development to support the effective oversight of Child and Youth Programs. This includes the ability to develop and manage initiative budgets, analyze financial data, and ensure compliance with applicable fiscal regulations; evaluate program performance and recommend improvements; and develop, interpret, and implement policies and guidance that align with requirements.
