Duties

Help
  • You will perform developmental assignments designed to increase the employee's knowledge and understand of the functions of budget, accounting, and financial management.
  • You will receive on-the-job and/or classroom training in application of concepts, principles, and procedures in a variety of financial administration and management duties.
  • You will assist in work that may include development, determination, and interpretation of budgetary policies and practices.
  • You will research guides to locate accounting, budgetary, and financial information and prepare summaries for use by higher-graded analysts.
  • You will perform specialized work involving managerial or administrative work in connection with accounting systems; analytical, forecasting, and interpretive functions associated under the guidance of higher-graded analysts or supervisor.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-09:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience applying skills in functions, goals, objectives, work processes, and funding sources sufficient to related needs and accomplishments to anticipated or actual dollar figures. Employee works independently on routine, continuing assignments.
  • Experience exercising functions, goals, objectives, work processes, and funding sources sufficient to related needs and accomplishments to anticipated or actual dollar figures.
  • Experience implementing of the policies, precedents, regulations, and guidelines of a functional area such as financial oversight, budget formulation, and/or budget execution in order to analyze and evaluate changes in program plans and funding and/or budgetary relationships.

GS-07:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience and ability to review and analyze budget requests submitted by organizational activities to ensure their consistency, accuracy, and adherence to instructions.
  • Experience utilizing skills in analyzing and interpreting sources of information and applying it to specific areas.
  • Experience providing practical knowledge of Navy ERP practices, procedures and regulations.
  • Experience skill in performing budget formulation work involving review and preparation of budget estimates and financial plans.

Education

In lieu of specialized experience the education substitution below may be used.

GS-09:
Master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related

GS-07:
1 full year of graduate level education

or

superior academic achievement

or

a combination of experience and graduate education as described above that equates to one year of experience
