This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: The incumbent will apply professional expertise in Engineering and/or Architectural work at the grade level applicable to their experience. This is a developmental position. Incumbent may be selected at the GS-7/9/11.

Duties

Help
  • • Utilize a well-developed knowledge of professional engineering theories and principles of sound construction management.
  • • Serve in the Contract Administration section in support of the Area Office and subordinate Resident Offices.
  • • Responsibility for the successful execution of multimillion dollar construction contracts throughout the area.
  • • Plan and execute Construction Management Functions with Administrative Contracting.
  • • Adhere to policies applicable to office engineering and construction contract administration to assure uniformity in office's methods and procedures.
  • • Assure verification of regulatory compliance as well as engineering worthiness of proposed change.
  • • Plan and execute the preparation of findings of fact for contract changes, modifications, and supplemental agreements which requires detailed review of contractors' proposals of necessary changes, negotiations and revisions.
  • • Responsible for analyzing contract claims and course of action to effect settlement.
  • • Coordinate with the Office of Counsel concerning the technical aspects of claims and assure the adequate collection of engineering and contract data in support of settlement of contract claims.
  • • Review analysis of findings and determine the need for additional data as necessary to establish the organization’s’ position.

Specialized Experience
GS-7 -One year of specialized experience which includes providing technical support in engineering or construction contract administration activities. Experience includes assisting in reviewing construction plans and specifications; supporting analysis of contract modifications and change orders; gathering and compiling data related to contractor schedules and work plans; and performing routine technical reviews to ensure compliance with established engineering standards and contract requirements under supervision (GS-05).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Engineering.
OR
Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement (S.A.A.). In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled such as that identified in Education above. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR
(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

5-Year Engineering Program: Successful completion of a 5-year program of study (i.e., one designed to be completed in no less than 5 years) of at least 160 semester hours leading to a bachelor's degree in engineering in an ABET accredited college or university.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

GS-9 One year of specialized experience which includes applying basic engineering principles, practices, and techniques in support of office engineering and construction contract administration. Experience includes assisting with the review of contract plans and specifications for adequacy and completeness prior to solicitation; supporting the evaluation of modifications, change orders, and contractor claims; reviewing contractor schedules, equipment layouts, plant designs, and methods of operation for compliance with contract requirements; and coordinating with project personnel to resolve technical and administrative issues related to construction contracts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Architectural, Engineering, biology, chemistry, physics, mathematics, computer science.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

GS-11 One year of specialized experience which includes utilizing engineering principles, practices, and techniques, in connection with all phases of office engineering and contract administration related to modifications, change orders, contractor claims, and related work associated with construction contracts. reviewing contract plans and specifications prior to Invitation for Bid for adequacy, coverage, completeness, and construction feasibility; reviewing contractors proposed schedules, equipment layout, plant designs and method of operation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Architectural, Engineering, biology, chemistry, physics, mathematics, computer science.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages
