Duties

Help
  • You will authorize and direct the issue of COMSEC material and/or equipment to assigned Local Element (LE) user commands and ensures follow-up replacement material is on hand.
  • You will prepare, review, and update future COMSEC allowances for all LE user commands including Special Operation requirements.
  • You will maintain all required files and directives regarding COMSEC material.
  • You will ensure specific written instructions regarding proper storage handling requirements are provided to LEs and users to include: local location of files, inventories of material and a general brief of COMSEC activities.
  • You will provide training to personnel handling COMSEC material to ensure they are familiar with and adhere to all COMSEC procedures.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.

  • This is a Cyberspace Workforce position, work role code Professional-723, proficiency level Intermediate the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to successfully complete a pre-appointment physical examination.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by1.) Performing communications systems inspections, conducting interviews, and analyzing information obtained to complete various communication security (COMSEC) reports; 2.) Interpreting and applying security policies to ensure proper handling of classified COMSEC material and equipment; 3.) Processing defective equipment for the safe, secure and recorded receipt, transfer and repair of COMSEC material to the COMSEC Material Issuing Office (CMIO), CRYPTO Repair Facility (CRF) and into the Defense Courier Service (DCS). Education

Ph.D. or equivalent doctoral degree

3 full years of progressively higher-level graduate education leading to such a degree

Travel is dependent upon position description and availability of funding.

PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.


CONDITIONS OF EMPLOYMENT CONTINUED:

This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.

Employee must possess at least 3 years of demonstrated practical experience as a COMSEC Manager or Alternate. Additionally, incumbent must have completed and be able to provide documentation to substantiate successful completion of either the KOAM Manager's Course (V-4C-0013) or Key Management Infrastructure (DON COI-12). This position is a Special-Sensitive/IT Level I position, and incumbent must possess and be able to maintain a Top-Secret clearance with SCI eligibility access based on a current, favorably completed and adjudicated by a Tier 5 investigation. The employee may be required to travel on short notice and be available after normal working hours to handle detachment issues or support contingent operational forces as required.

This position is Emergency Essential (E-E). In the event of a crisis situation, the incumbent must continue to perform the EE duties for up to 18 months, unless relieved sooner by proper authority. The incumbent may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively, therefore, the position requires the incumbent, or designated alternate, to be screened from military recall status and file a DD Form 2365.

Employee serves in a Test Designated Position (TOP) under the Department of the Navy Drug Free Workplace Program. This position has been designated as a Cyber Workforce position in the DoD Cyber Workforce Framework (DCWF) role of COMSEC Manager and 723 DCWF Code proficiency Intermediate level and, as a condition of employment, the incumbent of the position is required to maintain qualifications in accordance with DON Cyber Workforce Program requirements of SECNAV M-5239.2.

This designation requires:
1. The incumbent participate in a continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M5239.2. An annual 20-hour minimum of Cyber Workforce related continuous learning must be documented in a current Individual Development Plan signed by both the employee and supervisor.

2. The incumbent must obtain the required credentials within 12 months of appointment and maintain those credentials as described in SECNAV M-5239.2 for DCWF role of COMSEC Manager, DCWF Code 723 at the Intermediate proficiency level. For more information, please review SECNAV M-5239.2 Chapter 3, paragraph b (1) (g) 1. Failure to meet a condition of employment may result in disciplinary and /or adverse action up to removal from federal service.

Priority consideration will be given to military spouse preference and family member preference eligibles living in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth.

The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, into cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies.
