Major duties and responsibilities include:

  • Understands and adheres to all Federal Acquisition Regulation (FAR) requirements for lease procurement.
  • Completes and loads documents for lease acquisition plans into the Electronic Contracting Management System (ECMS).
  • Works with each medical center service and the VISN Contracting Officer to prepare and finalize Request for Lease Proposals (RLPs).
  • Serves as the Contracting Officer's Representative (COR) upon award of a lease.
  • Oversees the day-to-day operations and manages the administrative functions of all leased space.
  • Manages services provided under each lease agreement, including environment of care issues, maintenance, repair, cleaning, and disposal of furniture, fixtures, and equipment (FF&E); routine construction; and engineering activities, including mechanical, electrical, and plumbing.
  • Issues instructions, interprets and distributes pertinent guidelines, conducts team briefings, defines objectives, and coordinates individual and team activities related to the management of leased property.
  • Keeps the Contracting Officer fully informed of any technical or contractual difficulties encountered during performance.
  • Keeps records to describe COR duties during all contract/lease performance and provides the Contracting Officer with any property owner correspondence.
  • Enters and maintains accurate lease information in the Capital Asset Inventory (CAI) system.
  • Performs other related duties as assigned.


Work Schedule: Monday-Friday, 7:30 a.m. to 4 p.m. Work schedule is subject to change based on agency need.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/11/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position, you must have served 52 weeks at the GS-09 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the area of leasing procurement; ability to apply analytical techniques and evaluation criteria to the measurement and improvement of programs effectiveness and/or organizational productivity; ability to locate and interpret appropriate applicable regulations; knowledge of various administrative areas such as procurement and leasing supporting a service and the ability to research and assemble data. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M. if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Adequate vision to use a computer, read printed material and charts as required. Must be able to hear normal voices and able to speak to an audience effectively. The incumbent will be subjected to stressful situations due to short timeframes for completion of assignments and potential conflicts.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
