  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation. Must be able to obtain and maintain the appropriate SECRET security clearance for the position within a ONE (1) year of the appointment.
  • May be required to successfully complete a TWO (2) years trial period.
  • Participation in direct deposit is mandatory.
  • Proper protective equipment must be used to comply with safety standards.
  • Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
  • Loss of military membership will result in immediate loss of your full-time military technician position.
  • Excepted Civil Service Technicians are required to maintain a MOS/AFSC and military grade that is determined by the NGB Qualification Standards to be compatible with the assigned technician position.
  • In order to achieve compatibility prior to effective date of personnel action, individual selected must be eligible for military assignment to a para/line number in one of the following AFSC 3E9X1.
  • In order to qualify for above mentioned AFSC(s) you must comply with mandatory entry requirements contained in Air Force Enlisted Classification Directory (AFECD) or Officer Classification Directory (AFOCD), as applicable.
  • Individual selected for this position who is not qualified in one of the mentioned AFSC, MUST submit to HRO, before date of appointment, the correct military paperwork/application to attend the technical training school required to be AFSC Qualified.
  • If selectee fails to process the school application and does not successfully graduate from the school, he/she will be terminated from the technician program for failure to meet the compatibility standards and receive a 30 days notice of separation.
  • Prior to appointment, an applicants military medical record must indicate a completed and current medical physical, medical profile, and completed/cleared drug test.
  • Must possess a valid Puerto Rico State driver’s license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Qualifications

AREA OF CONSIDERATION:
HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements.

Area 1 = All permanent Enlisted members employees (NG T32/NG T5) within Puerto Rico Air National Guard.
Area 2 = All indefinite Enlisted members employees (NG T32/NG T5) within Puerto Rico Air National Guard.

First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates)

To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

Duties:
As aEMERGENCY MANAGEMENT SPECIALIST (D2225P01), GS-0089-11, you will develop, review, coordinate and execute the wing's Emergency Management (EM) program plan in support of DOD, Joint Service, Air Force, MAJCOM, ANG, Numbered Air Force, federal, state, and county plans in the area(s) of Prevention, Protection, Mitigation, Response, and Recovery. The position develops, manages and executes the wing EM programs, ensuring effective prevention, protection, mitigation, response, and recovery operations to allow continued mission capability at the wing level.

Physical demands:
Some physical exertion is required such as recurring bending, crouching, stooping, stretching, or reaching as well as long periods of standing. Part of the incumbents work is in an office but a significant amount of time is on site at various facilities throughout the base or at geographically separated units serviced for the purpose of overseeing emergency response field work where dangers typical of the crisis or environmental hazards are ever present.

Working Environment:
Involving regular and recurring exposure to moderate risks and discomforts. These are present in the construction/maintenance environment in which a significant amount of the incumbents work is performed. There is a requirement while in this environment to stay continually alert to the surroundings and to take special safety precautions (safety hat/shoes, etc.) to minimize risks. May be required to follow special precautions or wear protective clothing when working around hazardous materials and during natural disasters.

QUALIFICATIONS:

SELECTED FACTOR:
Applicant must have successfully completed technical military training school basic Emergency Management (EM) Apprentice course AND the chemical, biological, radiological, nuclear (CBRN) Responders Course. Completion of the military technical training school (Seven Skill Level) Craftsman EM course is preferred.

NOTE:
Copy of both certificates must be submitted with the application.

GENERAL EXPERIENCE:
Must be certified at the next higher level before being eligible for that level and must have a minimum of ONE year on-the-job experience in the grade immediately below the next higher level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE:
Applicant must possess specialized experience performing or supervising duties such as develops, manages, and executes the EM programs; preparing and briefing emergency management plans; writing, designing, formatting, publishing, and presenting specific EM program assigned; working knowledge is mandatory in the Emergency Management (EM), Chemical Biological Radiological Nuclear (CBRN), and Hazardous Material (HAZMAT) emergency response, logistics, and training programs; applying a comprehensive range of principles, concepts and practices relating to emergency management operations in carrying out the full scope of emergency management operations for the ANG Aviation Wing and supported units; and working knowledge of a variety of emergencies, hazards, or natural and man-made/technological (chemical, biological, radiological, nuclear, high-yield explosives) incidents.
