Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as a Supervisory Detective for the Directorate of Emergency Services on Fort Riley, Kansas.
Serves as both supervisor and primary investigator which conducts short and long term investigations of complex, sensitive, and controversial violations (actual or potential) of criminal law and the Uniformed Code of Military Justice (UCMJ).
Uses sound judgment, initiative, knowledge of investigative techniques and applicable laws, and familiarity with crime trends to determine if informant tips should be followed up.
Recognizes and exploits leads.
Incumbent must be highly skilled in establishing the interrelationship of facts and evidence especially when witnesses/suspects deny knowledge and /or initial investigations show no obvious inconsistencies.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
The incumbent is required to pass a pre-appointment and subsequent periodic medical/psychiatric evaluations to determine their ability to perform the essential functions of the position and take annual PATs.
Immunizations, such as Hepatitis B, may be required.
The incumbent is required to perform and pass semi-annual qualification testing with firearms (pistol, rifle, shotgun, etc), and observe applicable safety precautions, as required.
Incumbent must obtain and maintain certifications for CPR/first aid techniques.
Be qualified and certified in the use of chemical aerosol irritants, TASER, radar guns, breath alcohol analysis instruments, and other tasks determined by OPMG, USAMPS, State of Kansas, or Directorate of Emergency Services.
The Lautenberg Act is applicable for this position. Must be able to pass a Criminal History Background Check. Candidates with conviction of a misdemeanor crime of domestic violence are not eligible for this position.
Must meet individual reliability and suitability standards prescribed by the Army Civilian Police and Security Guard Program (AR 190-56 and AR 380-67).
Requires working rotating shifts, to include weekends and holidays, and may be required to work scheduled and unscheduled overtime.
Required to wear uniforms. Position requires employee to perform routine and emergency daily duties while wearing a uniform and/or protective clothing, soft body armor where assigned, and duty belt with police equipment weighing several pounds.
Protective clothing or gear includes, but is not limited to masks, gowns, coats, boots, goggles, gloves, shields, body armor; incumbent must maintain a high state of appearance and hygiene.
Must be able to pass an annual Physical Ability Test (PAT) and perform the essential functions of the position to standards published in AR 190-56.
Must possess and maintain a valid state Motor Vehicle License and obtain and maintain local government driver's license.
TDY may be required occasionally.
Work may require flying on military aircraft. Academy Attendance or Police related missions (i.e. AWOL Apprehension, etc).
Incumbent must be able to act in the capacity of a first responder to critical incidents, including but not limited to: criminal acts, natural disasters, lost or missing persons, mass casualties, and/or acts of terror or mass destruction.
Incumbent of this position must be prepared to execute the lawful orders of critical incident commanders, military or civilian, assigned duties as such.
Incumbent must carry assigned duty weapon; have the capability of rationally applying the continuum of force; and use deadly force if necessary.
Incumbent must successfully complete a Police Officer Field Training Program within one year (12 months).
The incumbent may be subject to recall in emergency situations 24 hours a day, 7 days a week.
Qualifications

During non-duty hours/days, may be required to report as a member of an emergency response force during actual or simulated accident/incident.
This position is designated as Mission Essential position during Inclement Weather Conditions or other designated/identified emergency conditions. In the event of a crisis situation or inclement weather, the incumbent must continue to perform the duties until relieved by proper authority.
Incumbent will report for duty during designated inclement weather conditions.
Incumbent must be able to successfully graduate from a United States Army Military Police School accredited Civilian Police or Security Guard Course; unless waived, in accordance AR 190-56; within one year (12 months).
Incumbent must be a graduate, or willing to attend and successfully complete the United States Amy Military Police School, Military Police Investigators Course which produced the additional skill identifier of V5.
This is a drug testing designated position (TDP) under the Department of the Army Drug-Free Federal Workplace Program in accordance with AR 600-85. Signing of a DA Form 5019 (Condition of Employment for Certain Civilian Positions Identified as Critical under the Department of the Army Drug-Free Federal Workplace Program) acknowledging periodic random drug testing requirements is mandatory prior to being placed into this position. Those individuals not currently occupying a TDP position must successfully complete a pre-appointment drug test prior to being placed into this position and periodically thereafter.
This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes 1) Conducting investigations of law violoations; 2) Mentoring personnel on detective functions such as: investing, interviewing, and law enforcement tasks. 3) Reviewing documents related to police work such as: case files, initial reports, informant tips, and/or complaints. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
Education
