Summary

The position is located at the Greater Los Angeles Healthcare System (GLAHS), VA Medical Center (VAMC) in the Supply Chain Management Service (SCMS). The primary purpose of the position is to be the technical advisor on the United (U.S.) Postal Regulations and Policies and is responsible for the supervision, management, and training of GLAHS mailroom personnel located at three (3) different locations (West Los Angeles, Sepulveda Ambulatory Care Center, and Los Angeles Ambulatory Care Center).

Help

  • Duties include but are not limited to:
  • Supervise and direct the day-to-day mailroom and reproduction activities including mail reception and send-out, mail reproduction, prescribed medication mail outs, facility reproduction, contracting publications, control, and supply requisitions.
  • Responsible for coordinating the daily operations, planning work schedules, and the sequence of operations to assure an even, continuous, and efficient workflow at the mailroom duty stations at West Los Angeles, Sepulveda, and LAOPC.
  • Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignment and the capabilities of employees for each of these locations.
  • Responsible for assuring that all incoming and outgoing U.S. and interoffice mail is routed to the appropriate party promptly while maintaining security of the correspondence.
  • Responsible for assuring that the mail metering machines at all locations are functional and accurately recording departmental cost activity.
  • Responsible for assuring that mail centers and mailrooms at all sites have adequate supplies to perform their functions.
  • Responsible for the preparation and reporting of the monthly report of mailing cost for all GLAHS sites to include mailrooms, pharmacies, and MCCR mail processing center in accordance with VHA directives. Emphasis is placed on accuracy for future Central Office funding.
  • Responsible for organizing patient mail; agent cashier, canteen, and patient treasury checks into an accurate easy to use system that provides for 100 percent accountability as well as timely delivery of these monetary instruments.
  • Responsible for operating and maintaining a mail sorting machine that can fold letters, inserting in envelopes, and sealing in a one-step process. This high-tech machinery can be used to support mail processing at all locations under the incumbent's control.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/20/2026.Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:

Physical Requirements: The position places several physical demands upon the incumbent. Work requires some physical exertion such as extended periods of standing, recurring bending, crouching, stooping, walking, stretching, or reaching of moderately heavy items. Mail is delivered to multiple buildings within the 388-acre WI.A campus regardless of the weather and may require using stairs. It is necessary to set up, operate, adjust and monitor operation of the equipment. The work requires specific abilities and physical characteristics to depress small buttons on various equipment and sort mail and paper that often sticks together. The incumbent is required to lift a variety of moderately heavy materials and supplies such as boxes of paper stock that weigh up to 51 pounds, abiding to safe lifting procedures/abilities using Standard Operation Procedures. Heavier items are moved with material handling equipment or with assistance from other workers. Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
