Duties

Help
  • You will be responsible for providing management advisory services and support affecting highly complex or unusual structures and functions.
  • You will resolve difficult issues/problems requiring consideration of the staffing and classification program.
  • You will apply classification functions and assist management in accomplishing their human resources management responsibilities.
  • You will identify long and short range personnel needs based on review of such factors as past and expected turnover, availability of candidates, career development patterns, and reorganization proposals.
  • You will serve as a consultant to organization leadership, providing advice, and guidance to supervisors, managers and employees at all levels on HR issues affecting the organization.
  • You will assess and make recommendations on proposed regulatory changes, designs, and executes implementation strategies, including development, and participation in communication and briefing plans.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Temporary appointments may be extended up to 3 years at the discretion of management and in accordance with applicable regulations.
  • Temporary actions taken under this announcement may be terminated at any time before the established not-to-exceed date.

Qualifications

I have one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector in applying a wide range of staffing theories, concepts and practices, and position management.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

GS-09: Applicants may substitute specialized experience with meeting one or more of the educations requirements below:

Master's or equivalent graduate degree

OR

2 full years of progressively higher level graduate education leading to such a degree

OR

LL.B. or J.D., if related

OR

A combination of specialized experience and education totaling 100%
