Incumbent serves as a Headquarters (HQ) Supervisory Child and Youth Program (CYP) Program Specialist providing support to the CYP Community Based Fee Assistance Program through the conduct of various analysis functions including, processing and communicating to community-based personnel in regards to verifying and enrolling eligible patrons and eligible community-based providers, determining proper allocation of benefits awarded and providing general administrative support.
Summary
Incumbent serves as a Headquarters (HQ) Supervisory Child and Youth Program (CYP) Program Specialist providing support to the CYP Community Based Fee Assistance Program through the conduct of various analysis functions including, processing and communicating to community-based personnel in regards to verifying and enrolling eligible patrons and eligible community-based providers, determining proper allocation of benefits awarded and providing general administrative support.
General duties comprise 75% of incumbent's time and include but are not limited to:
Administrative Support
Advises the CYP Fee Assistance Manager on the efficient execution of the Community based Fee Assistance Program through evaluation and tracking of division requests.
Reviews CNIC instructions, develops and drafts policies, and CYP Standard Operating Procedures (SOPs) to ensure accordance with applicable instructions regarding CYP Outreach/Community based programming.
Originates and updates procedures and policy information, performs a wide range of administrative duties to formulate, present, and coordinate program requirements.
Manages the registration and enrollment process, responds to questions and concerns from Community-based Providers, participating families, Partners, CYP Leadership, and other key stakeholder organizations.
Serves as a Navy CYP point of contact and subject matter expert for the Military Child Care in Your Neighborhood (MCCYN) program within their assigned division.
Engages in communication and customer service in support of the four divisions within the MCCYN Fee Assistance Program. Works directly within other divisions to create unified policies and procedures that support various MCCYN Programs.
Liaisons and coordinates with other staff, supporting functional offices, (i.e. personnel, comptroller, office functions, procurement) to provide adequate and timely services.
Establishes reimbursement practices and processes to ensure benefits are paid in a timely manner.
Uses mission and functional statements, staffing plans and projected work requirements to create plans, and originate processes and policies to implement effective programming.
Data Reporting
Creates, formats, and consolidates reports. Reviews and verifies community-based data submissions, inputs sponsor and provider data, maintains updated information, and serves as the division point of contact to work directly with community providers and eligible sponsors, as well as other contracted Military Services points of contact to ensure timely response.
Maintains and updates Navy-wide database on community-based providers and eligible patrons fee assistance benefits, payments, eligibility and certification.
Collects, reviews and prepares reports for headquarters, regional and installations within CNIC reports and data calls. This includes development of reporting templates, verification of data accuracy, and analysis of data received.
Designs accurate tracking systems to support programmatic functions and responds to specific queries for factual or statistical data.
Develops and maintains systems and spreadsheets to collect and track financial data, reimbursements, and participation within the Fee Assistance program.
Analyzes and evaluates the effectiveness of existing systems and operations in meeting established objectives and modifies processes when necessary. Reviews requirements, makes recommendations and acts as a subject matter expert to identify system modifications or new features that support the effectiveness of their assigned area of responsibility.
Budgeting and Financial Management
Creates procedures to facilitate efficient management of headquarters processes, procedures, and systems.
Tracks initial reports, ensures program follow-up, and ensures efficiency in processing invoices and reports, data processing of claims and enrollment applications, resolving discrepancies, maintaining billing and payment history, and providing customer interface, field assistance and support.
Drafts routine replies to, or endorsements on correspondence pertaining to Child and Youth activities. Prepares briefing slides and/or presentations, prepares correspondence, and provides input for congressional and higher levels within DoD and government as well as to Navy major commands and Commanding Officers.
Supervisory duties comprise 25% of incumbent's time and include but are not limited to:
Provides administrative and/or technical supervision (including hiring, discipline, evaluation, and training) for up to:
(1) NF-0303-03 CYP Fee Assistance Lead Operations Clerk
(Up to 5) NF-0303-02 CYP Fee Assistance Operations Clerk
Directs work to be accomplished by staff.
Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities.
Conducts annual performance reviews of staff.
Participates in section making staffing decisions.
Ensures staff receives proper training to fulfill requirements of their positions.
Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary.

Knowledge of CNIC's organizational structure, functions, and mission.

Knowledge of business administration and communication protocols.
Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).
Ability to develop, maintain and present accurate reports and records, military style instructions and documents.
Ability to communicate effectively both orally and in writing.
Ability to make oral presentations and briefings to all levels of chain of command personnel and represent the CYP on integration issues.
