Summary

This position will serve as the Director of the National Programs located in the Office of Hazardous Materials Safety. This position will serve as an advisor to the Deputy Associate Administrator, Office of Hazardous Materials Safety Field Operations, Associate Administrator for Hazardous Materials Safety, and the Office of Chief Counsel concerning compliance with and enforcement of the Federal hazardous materials transportation law and the Hazardous Materials Regulations.

As a Supervisory Compliance Investigator (National Programs Director), you will:

  • Provide executive leadership and integration for the Accident Investigation, Fitness, and Training/Qualifications branches, ensuring unified direction, aligned priorities, and cohesive execution of national programs.
  • Translate the agency’s strategic plan into action, establishing clear performance expectations, measurable outcomes, and accountability mechanisms across all three branches.
  • Foster cross-functional collaboration and team cohesion, breaking down silos and promoting coordinated planning, information sharing, and continuous improvement.
  • Partner closely with Regional Directors and senior leadership, ensuring national consistency, operational alignment, and responsive support to field execution needs.
  • Oversee performance, risk management, and resource alignment, ensuring accident response readiness, workforce fitness compliance, and standardized training and qualification programs that support mission effectiveness and public safety.

The ideal candidate is a strategic and operational leader capable of unifying three branches into a cohesive, high-performing division aligned with the agency’s strategic objectives. They must excel at cross-functional collaboration, partnering with peers to ensure consistent national execution, consistency and disciplined delivery.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • BACKGROUND INVESTIGATION: A background security investigation is required for all selected individuals.  Appointment will be subject to the applicant's successful completion of the security investigation and favorable adjudication. Failure to meet these requirements will be grounds for termination.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • FINANCIAL DISCLOSURE: The Ethics in Government Act of 1978 requires the applicant selected for this position to submit a Confidential Financial Disclosure Report (OGE Form 450) within 30 days of appointment and annually thereafter.
  • DRUG TESTING: Varies by position. Individuals tentatively selected for drug testing designated positions will be required to complete testing prior to appointment or placement.
  • TRAINING: This position must successfully complete a residential 12-week formal training course. Travel to and from this residential training will be paid as allowed by government travel regulations. Individuals who do not successfully complete the training academy may be separated from employment with the Pipeline and Hazardous Material Safety Administration.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience analyzing and developing risk-based data driven solutions.
  • Experience managing hazardous materials programs, projects and personnel.
  • Experience developing and executing national policies related to the safe transportation of hazardous materials.
  • Experience supervising a hazardous materials investigation and enforcement field operation program.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Technical Competence - Use knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; work with, understand, and evaluate technical information related to the job; advise others on technical issues.
  2. Oral Communication - Express information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); make clear and convincing oral presentations; listen to others, attend to nonverbal cues, and respond appropriately.
  3. Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
  4. Leadership - Influence, motivate, and challenge others; adapt leadership styles to a variety of situations.
