Duties

Help

Assists the Director in the development of operational plans, staffing strategies, procedural guidance, and resource management allocations needed to support disaster loan program delivery. Participate in budget development and monitoring to ensure effective and efficient use of funds.

Evaluates short- and long-term operational needs and leads the development of improvements related to workflow, service delivery, staff readiness, training, and operational resilience. Contributes to continuity of operations (COOP) planning and helps maintain Center preparedness for disaster events.

Monitors Center performance goals and analyzes program delivery results within assigned operational areas. Identifies trends, issues, or performance gaps and endorses corrective actions for Director approval. Ensures compliance with national standards and supports consistent implementation of DR&R policies and procedures.

Oversee quality assurance activities, validate the effectiveness of operational processes, and helps ensure accurate and timely service to disaster survivors.

Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.

Represents the Center Director at meetings with SBA program offices, FEMA, state and local officials, and other external stakeholders.
Participate in briefings, disaster coordination efforts, and operational planning discussions.

Communicates operational updates, staffing/resource needs, and coordination issues to the Director and DR&R leadership. Supports
communication with state emergency management organizations regarding damage assessments, program requirements, preliminary disaster information, and operational matters.

Supervises subordinate managers responsible for field operations, public information, loan closing, administrative functions, and IT support.

Promotes collaboration, employee engagement, and open communication across Center departments. Supports workforce planning, staffing training initiatives and cross-training efforts to ensure organizational flexibility and readiness.

  • You may be required to serve a one year supervisory probationary period.
  • Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required while on assignment (up to seven days a week and ten to fourteen hours a day).
  • If required to travel to a disaster site, you may encounter hazardous working and/or living conditions, for example, no water or electricity and/or minimal lodging facilities.

Qualifications

Federal status applicants must meet both Time-In-Grade AND experience requirements by the closing date of this announcement. However, if you have separated from the Federal Government for at least 52 weeks, you are not subject to the Time-in-Grade requirement.

Experience:

  • Developing, implementing or communicating the strategy, vision and direction of an organization; AND
  • Overseeing, managing or advising on the day-to-day operation of an organization or program; AND
  • Analyzing and making recommendation or decision on workload distribution.
