Summary

This position is located in the Countermeasures Directorate (DS/C) under the Deputy Assistant Secretary for Countermeasures in the Bureau of Diplomatic Security.

DS/C manages the development and implementation of all physical and technical countermeasures, security standards, and policies that apply to domestic and overseas U.S. Department of State facilities. The Directorate provides defensive equipment to protect the lives of U.S. government personnel, classified information, and property.

Duties

Help
  • Advises on the overall management and programmatic analysis for all elements of DS/C, including the Office of Physical Security Programs, Office of Security Technology, and the Office of the Diplomatic Courier Services.
  • Develops and coordinates the Department's strategic planning efforts to ensure alignment with national security and foreign policy objectives.
  • Plans, organizes, and leads special projects with a particular focus on the oversight of physical and technical security standards.
  • Collaborates with interagency partners, international organizations, and other stakeholders to advance U.S. foreign policy goals.
  • Develops long-range plans, solutions, and strategies to resolve a variety of issues affecting the planning and execution of DS programs and operations.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. 

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience providing guidance on personnel and resource management, including staffing, budgeting, contract oversight, and appropriations law, with a demonstrated ability to balance mission needs, advocate for resources, and ensure compliance with Department and federal policies.
  • Experience evaluating administrative programs and processes to support strategic planning, including reviewing operations, identifying improvements, aligning with organizational and national security goals, and providing recommendations to enhance effectiveness and efficiency.
  • Experience developing and presenting recommendations to senior leadership to improve management policies and practices.
  • Experience leading initiatives to streamline operations, reduce costs, enhance performance, ensure compliance, and implement innovative solutions that drive organizational change

There is no substitute of education for specialized experience for the GS-15 position.

You will be evaluated for this job based on how well you meet the qualifications above.

  • Knowledge of the DS mission, goals, policies, administrative laws, and authorizing legislation governing the full range of DS programs.
  • Ability to apply qualitative and/or quantitative methods to evaluate the effectiveness of program operations.
  • Skill in multi-year financial planning.
  • Ability to liaise with internal and external partners.
  • Skill in legal research and analysis involving the Federal Acquisition Regulation (FAR), contracting and appropriations laws, and personnel regulations.
  • Ability to develop long-range cost projections for security equipment, life cycle replacement, staffing, and operational requirements.
