This position is assigned to the Welfare and Recreation Department; Navy Region Mid-Atlantic; Naval Station Great Lakes, Illinois. This position is responsible for the operation and management of MWR Lodging and Marina Programs which may include Vacation Rentals, RV Parks, Campsites, boating, sailing, harbor/marina activities, slip and mooring rentals; outdoor gear rental; a resale program; water and safety lessons; recreational vehicle storage program; for a community of eligible patrons.
Summary
This position is assigned to the Welfare and Recreation Department; Navy Region Mid-Atlantic; Naval Station Great Lakes, Illinois. This position is responsible for the operation and management of MWR Lodging and Marina Programs which may include Vacation Rentals, RV Parks, Campsites, boating, sailing, harbor/marina activities, slip and mooring rentals; outdoor gear rental; a resale program; water and safety lessons; recreational vehicle storage program; for a community of eligible patrons.
Marina and Recreational Lodging Program Management duties comprise 30% of incumbent's time and include but are not limited to:
Plans, develops, promotes, executes, evaluates, and manages the assigned Marina and Recreational Lodging program.
Operates a professional Department of War (DoW) Marina and Recreational Lodging operation, consistent with those services and amenities provided in a similar commercial business.
Oversees the day-to-day management and maintenance of the Marina and Recreational Lodging properties and ensures all discrepancies are corrected in a timely manner.
Manages Guest Comment Card Program, to include resolving guest issues, responding to guest comment card surveys in a professional and timely manner and in accordance with program standards, and management of any needed internal resolutions.
Develops and implements a continuous marketing program to ensure a high level of occupancy year-round.
Manages the full lifecycle of property and assets by serving as property custodian; duties include the purchase, requisition, receipt, storage, tagging, and disposition of all inventory, supplies, and Furniture, Fixtures & Equipment (FF&E).
Plans renovations and repairs, and reviews work in progress. Acts as primary liaison for recapitalization projects.
Oversees a sailing/boating instruction program (e.g., classroom and on the water), ensures patrons are aware of boating safety programs and regulations, and monitors compliance by patrons and staff members.
Provides educational materials to program patrons on state and federal fish and game laws, boating and water violations, and environmental laws within the total water and beachfront areas.
Conducts certification classes for motorboat, sailboat, and Jet Ski operations, as required.
Continuously monitors and evaluates weather conditions to make real-time decisions and set safety limits for all program operations.
Promotes, schedules, manages, and assists with coordination of fishing tournaments, sailing regattas, sailing and aqua sports camps, polar plunges and other special events.
Ensures the economic and efficient operation of the assigned facility to include supervising and directing work, ensuring a safe and pleasurable environment for all patrons, ensuring the cleanliness and good repair of the facility, reporting any damage, mechanical or other malfunction, and reporting/correcting safety hazards, following up as necessary.
Manages marina retail operation and related duties, such as purchasing, inventory, maintaining cost of goods sold for resale materials, supplies, and equipment, and alcohol sales.
Develops and execute an annual operation budget for all program areas assigned.
Performs a variety of related administrative duties, keeping abreast of requirements and deadlines.
Evaluates effectiveness of programs, based on customer satisfaction and industry standards.
Prepares facility, infrastructure, and rental fleet for winterization and summarization.
Coordinates use of harbor and related facilities by Navy and non-Navy organizations (e.g. Navy Reserve, Navy ROTC Program, Great Lakes Yacht Club, United States Coast Guard).
Monitors boaters use and coordinate with Navy Security Forces NSF for safety and security.
Coordinates with base environmental department on environmental issues associated with preserved wetland areas, sand dune preservation, authorized hazardous materials usage and proper storage and disposal.
May serve as fund custodian, ensuring internal controls (e.g., cash handling, daily accounting of funds, inventory, property and vehicles) are in place and in compliance with regional standards, procedures and objectives.
May ensure registers are properly rung out at the end of each shift, change funds are properly accounted for and secured. Reports on all cash discrepancies in accordance with local directives.
Supervisory duties comprise 25% of the incumbent's time and include but are not limited to:
Directs work to be accomplished by staff.
Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities.
Conducts annual performance reviews of staff.
Participates in section staffing decisions.
Ensures staff receive proper training to fulfill requirements of their positions.
Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary.
