Duties

Help
  • You will serve as the School Liaison Officer on medium and large Naby installations in designated Navy Child and Youth Programs.
  • You will be responsible to manage, coordinate and facilitate education support to maximize the opportunity for academic success of military associated children.
  • You will receive and process complaints from installation personnel and their family members regarding area schools and refer into appropriate agency.
  • You will be an advisor to commanders, installation leaders, parents and educators on all education matters impacting military associated children in grades k-12.
  • You will meet regularly with school principles, teachers, guidance counselors, superintendents and other school staff.
  • You will inform local school officials on base programs, policies and activities.
  • You will perform administrative duties related to school liaison officer program.
  • You will write news releases, fact sheets, base newspaper articles, flyers, and feature articles to help educate the base population regarding school programs and policies.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.

  • Employee is required to obtain appropriate immunization against communicable diseases in accordance with recommendations from the Advisory Committee on Immunization Practices (ACIP), which includes the influenza vaccine.
  • Satisfactorily complete all background checks in accordance with PL 101-647 to include National Agency Check with Written Inquiries (NACI).
  • Must satisfactorily obtain or complete required training certificates and maintain certifications or credentials required by federal, state or National Accreditation institutions utilized as part of DOD’s Child and Youth Programs.
  • Must pass a pre-employment physical, provide evidence of Iimmunization and be free from communicable disease.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:.

- Knowledge and background of early childhood, elementary education and including principles, practices and techniques of education theory.
- Knowledge of CYP School Transition Program policies, regulations, and procedures.
- Knowledge of the Navy operational organizational structure, chain of command, and particularly as it relates to the CYP.

Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

1. Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.

or

2.Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.

Additional Requirements: In lieu of specialized experience listed in the Qualifications section, applicants may minimally qualify based on equivalent combination of education and experience, as follows:

Successfully completed a Ph.D. or equivalent doctoral degree.

OR

Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.

OR

A combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent

Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.

Military Spouses and Family Members may apply 30 days before their anticipated arrival date. However, they will not receive preference until arrival at the foreign location. Additional documentation may be required prior to granting preference.

Military spouses and family members who are appointed may not extend longer than 2 months following the transfer of the sponsor from the commuting area of the foreign duty station; 2 months beyond the separation of the appointee's sponsor; or any time beyond the time employee ceases to be a family member.

PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.
