Duties

Help

The Senior Computer Scientist serves as a technical strategic advisor on projects requiring high-level strategy, alignment, and technical vision.

The incumbent will:

  • Define a strategic research roadmap, facilitate research, implement innovations, identify existing capabilities within the enterprise, and formulate plans to bridge the delta.
  • Interpret and apply federal laws, regulations, executive orders and other policies, and communicate guidance to address agency-specific needs to ensure agency-wide adoption
  • Lead studies to identify new technologies to gather, analyze, and preserve digital evidence used in the prosecution of computer crimes; to assess security events and determine impact, and for the application of information security/information assurance policies, principles, and practices.
  • Identify emerging applications related to protocols used to enable the formulation of innovative investigative techniques in support of cyber risk assessment/mitigation, event reconstruction, incident investigation and incident response actions.
  • Builds and foster mutually beneficial working relationships with professional peers throughout the broader cyberspace program community, including colleagues representing other DOD and USG elements as well as relevant Industry peers.
  • Promote DC3's technical reputation and capabilities through open technology development, publications, and presentations and regularly represents DC3 at external conferences, meetings and briefs to enhance and maintain current and prospective partners' understanding of the Center's role and mission.
  • Serves as a technical strategic advisor on projects requiring high-level strategy, alignment, and technical vision. Is responsible for defining a strategic research roadmap and facilitating innovative research including, but not limited to: digital forensics, intrusion analysis, and incident correlation capabilities within both DC3 and deployed on customer or cloud systems; cyber risk mitigation and forensic preparedness of planned and installed information systems to identify weaknesses, risks, and protection needs; and big data exploitation and management solutions applied to DC3 analytical innovation and efficiency.

  • Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
  • Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.

Qualifications

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates will not be hired based on their race, sex, color, religion, or national origin.

In accordance with new OPM requirements to streamline hiring, applicants are no longer required to submit lengthy narrative essays, including those for Technical Qualifications (TQs) or Senior Professional Qualifications (SPQs), when applying. Instead, the initial application will be resume-only, capped at two pages. This change streamlines the application process and more closely aligns with private industry practices. Applicants identified for potential selection will have their qualifications assessed by undergoing a structured interview conducted by a panel.

A. ST QUALIFICATIONS: ST positions require substantial experience and significant scientific contributions related to the scientific disciplines and topic areas described in this position description. The candidate must possess:

  • at least 3 years of specialized experience in, or closely related to, the field in which the candidate will work; and
  • at least 1 year of this experience must have been in planning and executing difficult programs of national significance or planning and executing specialized programs that show outstanding attainments in the field of research or consultation.
Experience can include paid and unpaid experience, including federal/non-federal government, volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Your resume must clearly describe your relevant experience.

B. MINIMUM QUALIFICATIONS: To meet the minimum requirements for this ST position, you must possess (1) year of specialized experience at the GS-15, or equivalent, level or specialized experience obtained in the private sector related to the duties of this ST position.

Specialized Experience: This position requires knowledge of technological advancements materially affecting the digital forensic discipline, and DC3 analytical and data management challenges. Serves as a technical strategic advisor on projects requiring high-level strategy, alignment, and technical vision that result in a defined strategic research approach roadmap for facilitating innovative research that deliver innovative solutions in support of DC3 mission objectives.

C. EDUCATION REQUIREMENT: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

D. TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that satisfy the technical qualifications.

TQ1. Expert-level technical knowledge and experience in a wide range of areas such as digital and multimedia forensics, cybersecurity, cloud computing, cross domain solutions, processing and exploitation of large data sets, statistical analysis and data visualization, machine learning/deep learning/artificial intelligence, and/or risk mitigation.

TQ2. Demonstrated executive-level experience fostering a culture of innovation and experimentation that aligns strategy, technical vision and teaming to yield both general insights and practical results of value to end users and other partners; and leading diverse teams with a wide variety of skills through the process of planning, coordinating, conducting and evaluating basic and applied research and development in areas such as digital and multimedia forensics, cybersecurity, cloud computing, cross domain solutions, processing and exploitation of large data sets, statistical analysis and data visualization, machine learning/deep learning/artificial intelligence, and/or risk mitigation.

E. SENIOR PROFESSIONAL QUALIFICATIONS (SPQs): Your resume should focus on recent experience, education, and training, as some Recruitment Panel and Executive Resources Board members may consider experience that's over 10 years old to be outdated.

(1) Contributions: Achievements that impacted the organizations mission and contributed to knowledge advancements in the fields of digital and multimedia forensics, cybersecurity, cloud computing, cross domain solutions, processing and exploitation of large data sets, statistical analysis and data visualization, machine learning/deep learning/artificial intelligence, and/or risk mitigation.

(2) Leadership: Recognized leader in the application of digital and multimedia forensics, cybersecurity, cloud computing, cross domain solutions, processing and exploitation of large data sets, statistical analysis and data visualization, machine learning/deep earning/artificial intelligence, and/or risk mitigation, as evidenced by personal impact to and enhancement of the organization's capability and scope.

(3) Professional Stature: Recognized standing as indicated by memberships and activity in professional organizations and/or within the larger DoW/Industry professional community. This includes citations, honors, awards, patents, and publications and other forms of recognition, such as requests for professional consultation, which indicate acceptance by peer group as an authoritative source in the field.

Additional information

The qualifications, stature, and contributions of an individual involved in research and development have a direct and major impact on the level of difficulty and responsibility of the work performed. ST incumbents would be expected to possess a graduate degree, significant research experience, and a national or international reputation in their field.

Typically, an applicant for an ST position has authored fundamental papers in the field of expertise that are widely used and cited; has received significant honors from major organizations for his/her accomplishments and contributions; and is sought as an advisor and consultant on scientific and technological issues.
