Help

The incumbent will spend 75% of their time in clinical duties as a Physical Therapist and 25 % of their time directing, supervising and providing oversight of all aspects of the Physical Therapy, Chiropractic, Audiology and Optometry departments. Supervisory duties and responsibilities include but are not limited to:

  • Responsible for the supervision, administrative management and direction of the physical therapists, physical therapy assistants, chiropractor, audiologist, optometry technicians, audiologist and audiology technicians and their programs within the Cape Girardeau Health Care Center.
  • Provides supervision of key clinical and training programs, including the overall technical oversight of the staff they administratively supervise.
  • Responsible for the development and implementation of policies and procedures to address focused clinical needs and overall services delivered and provided in the Physical Therapy, Chiropractic, Audiology and Optometry Departments.
  • Demonstrating autonomy in performing supervisory responsibilities such as, assigning work to employees, monitoring workload and clinical volume, reviewing work of employees to ensure accuracy and validity of submissions, assuring adequate clinical staffing, imposing disciplinary measures, and monitoring clinical privileges.
Clinical duties and responsibilities include, but are not limited to:
  • Independently performs patient evaluations, using appropriate standardized and non-standardized tests
  • Independently develops and implements physical therapy treatment programs for both routine and complex patients, modifying treatment programs when appropriate.
  • Recognizes contraindications and appropriateness of treatment prescribed by referring provider and consults with referring provider if these are in question.
  • Works in conjunction with other rehabilitation therapist(s) to assure the following is accomplished: initial and ongoing assessments of the Veterans functional status and safety in the environment, determination of need for home medical equipment (HME) as well as teaching and monitoring the safe use of HME devices, reporting equipment problems, establishing therapeutic programs for Veterans to maximize or maintain Veterans functional status and monitoring the response.
  • Participates in performance improvement projects, coordinates and participates in program development for PT department.
  • Ensures all documentation including consultations/evaluations, progress notes, treatment notes, discharge notes, treatment plans, and client education are completed on patients in accordance with local or VHA policies for content and timeliness.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education and experience: The individual must meet at least one of the requirements below: (1) Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist. (2) Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist. (3) Doctorate degree in physical therapy.
  • Licensure: Individuals hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia.
NOTE: Individuals must be a graduate of a Commission on Accreditation in Physical Therapy Education (CAPTE) accredited college or university. The CAPTE is the only accreditation agency recognized by the United States Department of Education (USDE) and the Council for Higher Education Accreditation (CHEA) to accredit entry-level physical therapy programs. Verification of accredited programs may be obtained from the American Physical Therapy Association (APTA) at www.apta.org.

Grandfathering Provision. All licensed PTs employed in VHA on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
  1. Employees grandfathered into the GS-0633 occupational series as PTs may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation.
  2. PTs who are appointed on a temporary basis prior to the effective date of this qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of this standard.
  3. PTs initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration, meet all the basic requirements of this qualification standard and must maintain the required credentials as a condition of employment in the occupation.
  4. If PTs who are grandfathered under this provision leave the occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.

Creditable Experience:
  • Knowledge of Contemporary Professional Physical Therapy Practice. To be creditable, a candidate must have demonstrated possession of the required knowledge, skills, and abilities associated with the scope of physical therapy practice. The candidate's experience may be evidenced by one or more of the following:
  • Active professional practice. Active professional practice means paid/non-paid employment as a professional PT as defined by APTA or the appropriate licensing board. Experience gained after graduation but prior to licensure is creditable provided the candidate was utilized as a graduate PT and subsequently passed the licensure examination.
  • Completion of a post-graduate fellowship or a post-graduate residency program may be substituted for creditable experience on a year for year basis.
  • Quality of Experience. Experience is only creditable if it was post degree experience as a professional PT and is directly related to the duties to be performed. Qualifying experience must also be at a level comparable to or exceeding the professional PT experience at the next lower grade level.

Grade Determinations:
GS- 13 Physical Therapist (Supervisory):
Experience.
In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the GS-12 grade level. In addition, the candidate must demonstrate all the following KSAs.

Knowledge, Skills, and Abilities
  1. Knowledge of contemporary physical therapy across multiple areas of practice, and the demonstrated ability to apply this knowledge to provide clinical guidance to Staff PTs within the department.
  2. Knowledge of human resources administration, including such functions as the ability to interview and select qualified applicants, monitor and evaluate performance, and maintain effective labor management relations within scope of responsibility.
  3. Ability to effectively supervise, direct, and manage a diverse physical therapy staff.
  4. Skill in forging positive interpersonal relationships and conflict resolution.
  5. Ability to analyze clinically appropriate data effectively to optimize quality, performance, and productivity within the section.
  6. Ability to set priorities, delegate tasks, and solve problems in order to meet multiple deadlines and identify/address organizational problems.
  7. Ability to manage advocacy roles and planning activities within the VA and the greater rehabilitation community.

Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing a weight of 35 pounds in accordance with the Safe Patient Handling Program Directive 2010-032. Transferring patients and objects may be required. Mechanical inpatient lifts are provided. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations, operative/invasive procedures, or home settings. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. The incumbent who provides care in home settings or other off-site locations may be required to drive and/or ride in GSA-vehicles.
