Duties

Help

  • Oversees enterprise learning and employee development programs within the SEC, focusing on creating learning strategies that align with and advance agency goals.
  • Conducts program development, analysis, and evaluation of training programs consistent with SEC strategic goals.
  • Oversees staff efforts to integrate various phases of assigned training programs such as planning, marketing, testing, troubleshooting design flaws, system performance testing, and automation readiness.
  • Plans and assigns work, advises on program goals and objectives, makes decisions on work problems, and organizes and monitors the flow of work for training programs to achieve the most effective results within a complex environment.
  • Evaluates the effectiveness of operational practices and procedures for systematic problems and regulatory and legal problems.
  • Exercises delegated supervisory authority in the establishment and issuance of technical and administrative guidance.

Qualifications

All qualification requirements must be met by the closing date of this announcement.

Time-in-grade for this announcement is one year at the GS/SK-14 level.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

MINIMUM QUALIFICATION REQUIREMENT:
SK-17: Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 level:

1)Overseeing the design, development, and delivery of mission related training programs in an office/organization; and

2) Communicating with internal and external stakeholders; and

3) Managing, directing, supervising or leading teams to ensure alignment of training objectives with organizational goals.
