The following are the duties of this position at the GS-12. You will have the opportunity to learn to perform these duties and will receive training to help you grow in this developmental position.
- Plan, coordinate, and execute programs and operations to achieve human capital objectives for Office of Mission Support (OMS), Human Capital (HC).
- Serve as the first point of contact for HC to submit, manage, and track recruitment and Personnel Action Requests, handle inquiries and advise on processes, procedures, and requirements.
- Utilize technical expertise and provide advice based on established workforce management procedures and guidelines, in consultation with the shared-service provider, to internal and external stakeholders on HC management issues related to staffing/recruitment, classification/ position management, performance management, workforce planning and organizational effectiveness.

Qualifications

You must meet the following requirements by the closing date of this announcement.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.

To be eligible for the Recent Graduates Program, applicants must have, within the previous two years*, completed all educational requirements for a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; or intended graduation is no more than 9 months from date of application. (However, you must graduate prior to being appointed to the position.) if applicable. For more information on education requirements go to Treasury's Pathways Program.

*Veterans who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the two year eligibility period may have their eligibility period extended so that they receive the full two years of eligibility. The remaining two year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond six years from the date of completion of all requirements of an academic course of study.

Specialized experience for the GS-07 is one year at the level of difficulty and responsibility equivalent to the GS-05 grade level in the federal service, which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience for this position includes applying basic human resources rules, regulations, and procedures in supporting delivery of human capital programs and/or operations.

Examples of such could include any of the following:

  • Assisting with human resources or administrative support functions; OR
  • Assisting with learning programs such as new employee onboarding and orientation; OR
  • Assisting with the development, review, or update of human resource policies, procedures, or guidance documents; OR
  • Gathering and compiling data from systems, spreadsheets, or other sources to ensure accuracy and completeness; OR
  • Supporting the creation of dashboards, summaries, or briefings.

OR, you may substitute education for specialized experience as follows: I have successfully completed at least one full year of graduate level education (18 semester hours, 27 quarter hours or equivalent) at an accredited college or university.

OR, you may have a bachelors degree and meet one of the following requirements for superior academic achievement: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

OR, you may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.

Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

CONDITIONS OF EMPLOYMENT (CONTINUED):
- All selectees must sign a Pathways Participant Agreement.
- Subject to a one year trial period is required (unless already completed). Continued employment is contingent upon supervisory certification that continued employment will benefit the federal service; the certification will occur no less than 30 days before the end of the probationary/trial period.
- Must successfully complete a background investigation.
- Public Trust - Background Investigation will be required.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency

- Obtain and use a Government-issued charge card for business-related travel.
- The employment of any candidate, including a current employee or a new hire, selected for this position is conditioned upon review/check of the candidate's tax compliance. Further, all TIGTA employees are subject to an employee tax compliance program to ensure that employees fulfill their personal tax responsibilities.
- This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Following the completion of program requirements, selectees may be considered for non-competitive conversion to a career-conditional or term appointment. All conversion requirements will be identified in the Participant Agreement. Program requirements include but are not limited to:

  • Successful completion of at least one year of continuous service;
  • Completion of at least 40 hours of interactive training;
  • Demonstration of successful job performance; and
  • Meet the qualification standards for the position to which the Recent Graduate may be converted.
