Duties

  • The duties may include, but are not limited to:
  • Managing a team of IT professionals and provides leadership to support the mission by leading the design, development, implementation, and maintenance of information management systems and services.
  • Planning work to be accomplished by subordinates, setting and adjusting short-term priorities, and preparing schedules for completion of work.
  • Evaluating the work performance of subordinates; interviewing candidates for positions in the unit and recommending appointment, promotion, or reassignment to such positions.
  • Identifying developmental and training needs of employees, providing or arranging for needed development and training.
  • Assessing critical obstacles and budgetary constraints, outlining alternative strategies.
  • Developing and managing comprehensive plans for the development and deployment of IT goods and services based on organizational goals/priorities.
  • Provides in-depth technical expertise and guidance for the effective use of system capabilities, design features, staffing and equipment requirements, data communications, hardware, software, or operating systems capabilities and requirements.

  • All USDA employees are required to be enrolled in Continuous Vetting, which authorizes government agencies to receive notifications of criminal activity on individuals who hold low risk, public trust, or national security positions.
  • Subject to Criminal Justice Information Services (CJIS) background check for working with Select Agent data.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Supervising a team of IT professionals providing IT systems or IT services that support the mission of the organization.
  • Gathering information, developing recommendations for, and implementing IT solutions to help better achieve the organization's objectives.
  • IT system design, configuration, operations and diagnosing system and application-level issues.
Note: There is no education substitution for this grade level.

In addition, all applicants qualifying based on experience must have IT-related experience demonstrating each of the four competencies listed below. Applicants must demonstrate possession of these competencies within the body of the resume; no separate statements addressing them are required.

  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100.
  • Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expense associated with reporting for duty will be the responsibility of the selected employee.
  • Possible exposure to contagious diseases, pathogens, and other environmental hazards within the laboratories.
  • Expected to wear appropriate personal safety equipment when necessary (safety glasses/goggles, laboratory scrubs, coveralls, rubber boots, etc.) Expected to disrobe, shower in and shower out, and wear laboratory-issued uniforms when working in high Bio-Security Level 3 and 4 laboratories.
  • Must receive and maintain a favorably adjudicated Top Secret (T5) security clearance for access to the NBAF SCIF, as well as Criminal Justice Information Services Division (CJIS) approval for handling and storing Select Agents and Toxins, which involves completing a security risk assessment (FBI form FD-961) and receiving an "unrestricted" status from the CJIS.
  • Some lifting of equipment weighing 50 lbs. or less such as microcomputers and printers is required.
