Help
  • Performs the project lead duties on large, complex surveying projects.
  • Designs parameters to be used in such studies and coordinates these activities with other technical elements.
  • Serves as a technical expert in the field of Geospatial Services.
  • Assists with survey and mapping programs, such as topographic, hydrographic, geodetic, cadastral, aerial photogrammetry, remote sensing, and related support systems across the District.
  • Prepares professional survey analyses and reports for Federal, State, and local government agencies.
  • Coordinate the work of field parties and various contractors engaged in the full range of surveying within the scope of regulatory requirements.
  • Monitor and evaluate of advances in land surveying and hydrographic surveying practices, electronic positioning, mapping, and data reduction software available in the industry.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document.

Basic Requirement for Land Surveyor:
A. Degree: Bachelor's degree (or higher degree) in land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments.

OR

B. Combination of Education and Experience: Courses equivalent to a major in land surveying or civil engineering, as described in paragraph A, plus appropriate experience or additional education.

OR

C. Registration: The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes:1) Utilizing a professional knowledge of physical science, boundary, and geospatial theories and application AND 2) Addressing complex assignments of considerable breadth related to geomatics and/or engineering investigations with wide latitude for the exercise of independent judgment in developing geospatial solutions. AND 3) Conducting the planning, coordination and execution of surveying and mapping functions to include in-house surveys 4) Managing contract requirements by distributing work to contract personnel .Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

  • Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) one year by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years; however, return rights may be impacted. Position may be made permanent without further competition.
  • Return rights for non-USACE Army employees will be negotiated upon selection. If return rights are approved, a return rights agreement/statement of understanding will be required to be completed prior to appointment.
  • Current, permanent USACE employees who are selected for this position will receive administrative return rights for the duration of the initial assignment and for any extensions up to 3 years, with potential to request further return rights to a maximum of 5 years.
  • Student Loan Repayment; and Advanced Leave Accrual may be authorized.
  • A Recruitment/Relocation Incentive MAY be offered, depending on funding availability and management discretion. An Incentive mustbe requested by selected applicant at the time of the tentative job offer and approved prior to hire. An Incentive requires a signedservice agreement.
