To qualify for the 2210 IT Specialist series, you must demonstrate the following competencies. Experience must be IT related. It may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; know about available products and services; and is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

In addition, to qualify for this GS-14 position you must have at least 52 weeks of specialized experience at or equivalent to the GS-13 level or above, which is in or related to the work of the position to be filled, that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Such experience must primarily consist of:
  • Providing technical leadership in the design, development, testing, and support of large-scale Management Information (MI) and Business Intelligence (BI) applications and data environments.
  • Building and maintaining complex ETL solutions and database architectures using a range of technologies such as SQL, PL/pgSQL, PostgreSQL (Greenplum), SQL Server, DB2, Oracle, Ab Initio, Linux shell scripting, Crontab, and mainframe JCL.
  • Communicating complex Business Intelligence concepts to technical and non-technical audiences.

Duties:
Serves as an IT Specialist and technical expert for the Chief Information Officer and provides advanced advice, guidance, and coordinative activities relating to software development and engineering. Works with a diverse group of stakeholders across the agency to provide vision, discipline, and consultancy for IT architecture, while modernizing the digital services SSA delivers to citizens and business.

May perform some or all of the following duties:

- Delivers specialized technical direction in the planning, design, development, testing, and ongoing support of advanced business applications and technology solutions aligned with agency goals.

- Coordinates integration of large-scale technology solutions in support of agency objectives and needs.

- Facilitates implementation of new technologies, including cloud computing and artificial intelligence, to help improve automation and efficiency. I

- Directs implementation and coordination activities for complex data systems and architectures to support organizational needs.

- Utilizes automated tools to test and monitor applications and implements best practices for testing and quality assurance.

- Provides technical leadership, direction, and guidance for multiple products and projects, collaborating with developers, business analysts, and cross-functional teams to deliver new features and innovative solutions, as well as translate business requirements into technical architectures.

- Works with other recognized experts within the agency and throughout the federal government, and with individuals throughout private industry, to develop a coordinated approach to technology issues, which may include migration of legacy systems and applications to the cloud or the leverage of artificial intelligence driven tools and technologies.

- Provides high-level analytical expertise for a variety of complex assignments of wide scope, such as technical assessment of proposed IT investments for alignment with and support of the agency's strategic plan, which may include IT modernization initiatives, cloud migration efforts, or the leverage of artificial intelligence driven tools and technologies.
