Duties

Help
  • You will serve as the primary time and attendance technician.
  • You will receive time and attendance directives, policies, and instructions from higher headquarters and coordinate the changes.
  • You will develop and disseminate information and instructions to ensure uniform interpretation and application of financial management regulations and procedures.
  • You will analyze various Defense Civilian Pay System (DCPS) reports in order to identify problems and trends.
  • You will assess time and attendance certification problems and arrange either initial or remedial training for supervisors.
  • You will serve as the systems administrator for the time and attendance, Standard Labor Data Collection and Distribution Application (SLDCADA).
  • You will conduct assistance and instructional visits to NHHC personnel as deemed necessary by analysis of system use and prior problems.
  • You will provide technical guidance and assistance to personnel involved in maintaining time and attendance data.
  • You will be responsible for coordinating with the Human Capital Office to ensure that all changes (step increase, promotions, new hires, terminations, resignations, etc.) are reflected in DCPS and SLDCADA.
  • You will serve as the Customer Service Representative (CSR), provide payroll services for civilian employees of various classifications (GS and WG), status, and work shifts including both payment and accounting responsibilities.
  • You will update and balance payroll master records, individual pay and leave records, and year-to date summaries/accounting records.
  • You will assist with actions that involve recruitment of new employees, promotions, reassignments, awards, training and discipline are routed for processing and contain the correct supporting documents.
  • You will maintain personnel records and folders for the Department and maintains and updates data records in the Modern Defense Civilian Personnel Data System (DCPDS) and the Total Workforce Management Services system (TWMS).
  • You will perform limited studies that analyze and evaluate the management practices and methods, and administrative operations of an organizational unit or segment of an organizational unit.
  • You will apply analytical techniques to compile information and assess administrative procedures within the office.
  • You will analyze and evaluate the effectiveness of managerial operations in meeting established goals and objectives.
  • You will assist with ensuring that all employees within NHHC comply with the Telework Program guidance.
  • You will perform a variety of administrative tasks.

Qualifications

GS-09:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience should demonstrate the following: 1) Attention to Detail - is thorough when performing work and conscientious about attending to detail, 2) Customer Service - assesses the needs, providing information and/or technical assistance to clients and customers (to include the general public, individuals who work in or outside of the agency) committed to providing quality products and services, 3) Written Communication - conveys written information in a clear, concise, organized, and convincing manner for the intended audience, using correct English grammar, punctuation, and spelling. Expresses thoughts persuasively and uses effective modes to reinforce message retention., 4) Oral Communication - expressing information (e.g. ideas or facts) to individuals or groups, taking into account the audience and nature of information (e.g. technical, sensitive, controversial); making clear and convincing oral presentations; listening to others, attending to nonverbal cues and responding appropriately; 5) Problem Solving - identifying problems; considering risks, determining accuracy and relevance of information; using sound judgment to generate and evaluate alternatives, and to make recommendations; and 6) Demonstrates skill in using job-relevant information systems and/or software applications, such as word processing, spreadsheets, automated research tools, database applications, and the Internet.

GS-07:

GS-09:

  • Successful completion of a master's or equivalent graduate degree.
  • Successful completion of two full years of progressively higher graduate level education leading to a master's degree.
