Duties

Help
  • Serve as an Emergency Management Specialist at a Medical Treatment Facility within the Defense Health Agency (DHA).
  • Develop, coordinate, executes and review plans for emergency management operations, including the Military Treatment Facility Emergency Operations Plan (EOP).
  • Make necessary coordination for military/civilian assistance to civil authorities in the area of emergency management.
  • Coordinate with Installation and Local, State and Federal Government agencies.
  • Provide continuity and background knowledge of emergency response operations.
  • Serve as subject matter expert and consulting point for the medical facility in the area of emergency management.
  • Plan and conduct emergency management training and education.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A Personnel Security Investigation is required.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has mandatory seasonal influenza vaccination requirements and is subject to annual seasonal influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • This position requires the incumbent to have tuberculosis testing.
  • Position is designated as Inclement Weather Essential. The incumbent must make every attempt to report for work on time and/or remain on duty during severe weather conditions.
  • This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position is designated as Key. For positions located within the Continental US (CONUS), the position cannot be vacated during war or national emergency without seriously impairing the mission.

Qualifications

In order to qualify, you must meet the edication and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes assisting with developing and/or reviewing plans for emergency management operations; conducting emergency preparedness education, training, exercises, or drills; maintaining meeting minutes and/or reports and briefing leaderships on emergency management updates or issues that can impact facility operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education:
Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: emergency management, environmental science, public safety, public administration, or business management.

Combination of Education and Experience
: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
