The DMO position reports to the Country Director (CD) and performs the following major duties:
Supervises the Administrative Unit, which consists of host-country and third-country nationals, including positions such as financial assistant, cashier, administrative assistant, general services managers and assistants, drivers, and may also include security guards or other support staff.
Manages the procurement of all goods, services, and leases to ensure proper processes and contract requirements are followed.
Certifies the availability of funds and need for all purchases in accordance with Post and Agency priorities and consistent with the approved annual operating plan.
Serves as the Agency's warranted contracting officer for overseas procurements.
Coaches and mentors Volunteers and a diverse team of professionals.
Establishes operational work priorities, develops a team approach, and evaluates performance of administrative staff.
Oversees human resources management at Post, ensuring compliance with federal regulations governing Personal Services Contracts, Agency policy and procedure, Department of State Local Compensation Plans, and applicable local labor laws.
Collaborates with the CD and Post leadership to prepare the Post's budget requests, ensuring alignment with the Agency's priorities.
Designs and implements approved operating plans and monitors Post expenditures against budget authority.
Ensures reconciliation of use of funds.
Assists in determining space needs and use for Post facilities.
Negotiates, reviews, and finalizes contractual conditions for leases.
Supervises property management systems.
Manages the use and maintenance of Post's vehicle fleet.
Collaborates with the Country Director, medical, programming and training, and security staff to address critical operational issues, including site selection, site visit protocols, Volunteer allowances, safety and security measures, and medical care for Volunteers.
Provides financial and administrative support to Volunteers including the payment of Volunteer allowances and reimbursements.
As part of the Post leadership team, establishes administrative systems that support safety and security of Volunteers.
As part of the Post leadership team, assists with preparing and responding to incidents and crises impacting Volunteers, trainees, and Peace Corps operations.
