Help

The primary duties of the incumbent are as follows:

  1. The incumbent functions as an expert financial risk analyst, providing technical and analytical support to other financial risk analysts, legal staff and Examinations Branch audit staff in the review and analysis of SOR data relating to registered intermediaries’ activities, , and generally to provide technical support in the oversight of the requirements applicable to financial risk management activities of registered financial intermediaries. The incumbent also interacts on behalf of MPD with analysts from other Offices and Divisions in support of this mission and to provide access to information and coordination with other parts of the Commission towards furthering the overall mission of the Commission.
  2. Serves as a MPD liaison with other Offices and Divisions, and other regulatory agencies for technical financial analysis matters pertaining to registered financial intermediaries, and supports both internal and partnered efforts to develop, implement and continuously improve and expand the application of information technology to MPD's oversight mission.
  3. Working with a wide variety of data sources, provides technical financial risk expertise to support compliance and examination implementation and oversight.
  4. Uses a variety of quantitative and qualitative approaches to evaluate disparate data sources to identify and resolve consistency/discrepancy issues that may exist between the various data feeds employed by the Commission to assess and monitor firm financial condition and compliance with financial requirements.
  5. Engages in a high order of creative interpretation and reasoning in order to formulate advice and recommend courses of action which meet the needs of both mission accomplishment and full compliance with the Act and Commission regulations. Where precedent and principles do exist, they often require extensive research to ascertain from several diverse, non-traditional and voluminous sources; are extremely varied; are complex and fluid, (i.e., rapidly evolving to meet changing market practices); and require difficult reasoning or interpretation to apply to specific actions.
  6. Reviews and assists with drafting of regulations, policies and procedures and identifies/recommends changes/improvements to address programmatic/technical matters associated with his/her areas of responsibility.
  7. May be called upon to provide briefings or participate in speaking engagements at staff meetings or industry conferences on behalf of the Commission.

Mathematical Reasoning - Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions. Solves practical problems by choosing appropriately from a variety of mathematical and statistical techniques.

Oral and Written Communication - Expresses information (for example, ideas or facts), orally and in writing, to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Economics and Accounting - Knowledge of economic and accounting principles and practices, tax law and practices, the financial markets, banking, and the analysis and reporting of financial data.

IT Modeling and Simulation - Knowledge of mathematical modeling and simulation tools and techniques to plan and conduct test and evaluation programs, characterize systems support decisions involving requirements, evaluate design alternatives, or support operational preparation.

Qualifications

GS/CT-12 level:  

One year of specialized experience equivalent to the CT/GS-11. 

Specialized experience is defined as experience gained performing, examining or auditing financial risk management functions (such as identifying, measuring, monitoring and mitigating market, credit, counterparty, funding, liquidity and settlement risks) faced by a complex financial institutions active in derivatives markets (futures, options on futures and/or swap positions) including the development, implementation, use and/or performance monitoring of advanced risk quantitative techniques within complex organizations.

 GS/CT-13 level:  

One year of specialized experience equivalent to the CT/GS-12. 

Specialized experience is defined as experience gained performing, examining or auditing financial risk management functions (such as identifying, measuring, monitoring and mitigating market, credit, counterparty, funding, liquidity and settlement risks) faced by a complex financial institutions active in derivatives markets (futures, options on futures and/or swap positions) including the development, implementation, use and/or performance monitoring of advanced risk quantitative techniques within complex organizations.

GS/CT-14 level:  

One year of specialized experience equivalent to the CT/GS-13. 

Specialized experience is defined as experience gained performing, supervising , examining or auditing financial risk management functions (such as identifying, measuring, monitoring and mitigating market, credit, counterparty, funding, liquidity and settlement risks) faced by a complex financial institutions active in derivatives markets (futures, options on futures and/or swap positions) including the development, implementation, use and/or performance monitoring of advanced risk quantitative techniques within complex organizations.

Techniques would include benchmarking, back testing, stress testing, developing or analyzing mathematical models to quantitatively assess model performance and recommend changes for model improvements. Project lead in advancing model risk management and recommendations and presenting findings to senior management. Experience in drafting regulations and policy documents.

This is a Bargaining Unit Position located in the National Treasury Employee Union (NTEU) Chapter 337.

Relocation: Relocation expenses will not be paid.
