Summary

The incumbents of this position serves as a Supervisory Personnel Security Specialist, GS-0080-12, and the work assigned is of a very confidential, complex and highly sensitive nature. This position performs the security-related functions in support of a Network Personnel Suitability and Credentialing Program and assures that all appointees have the appropriate level of security/suitability clearance commensurate with their assignment.

This announcement is to solicit applicants for a detail/temporary promotion to the position of Supervisory Personnel Security Specialist, GS-0080-12 with the VISN 21 Human Resources Management service. This detail/temporary promotion may be extended as needed. The selectee may also be made permanent without further competition.

Major duties for the position include but are not limited to:

  • Performs High Risk, moderate and low risk adjudications in cases of facility upper management and Network office personnel and/or subordinate organizations as applicable.
  • Provides expert advice to subordinate organizations when servicing affiliates, clinical trainees on time limit appointments, contractors, and without compensation employees.
  • Processes adverse actions as they relate to suitability issues up to, but not limited to the development of suitability and employee relation case files that document contact with the applicant, appointee or employee int he processing of the request for personnel action.
  • Establishes, gathers, and coordinates record of evidence in support of proposed personnel security and suitability actions.
  • Responsible for personnel security and suitability program planning at a major organizational level.
  • Considered a major authoritative source of personnel security and suitability program knowledge and is responsible for interpreting policy originating from higher organizational level (or national policy).
  • Conducts analysis of various personnel security and suitability programs to determine activity trends and compliance with applicable regulatory requirements.
  • Serves as the Network e-QIP administrator providing expert advice to HR personnel responsible for initiating and reviewing background investigations at facilities within the Network.
  • Responsible for PIV program planning at a major organizational level.
  • Considered a major authoritative source of the PIV Program and is responsible for interpreting policy, developing local policies, and implementing instructions, providing authoritative interpretations and guidance to management officials and for resolving issues involving conflicting requirements.
  • Plans and directs staffing section operations.
  • Recommends and makes selections for subordinate nonsupervisory work/group leaders and staff members.
  • Recommends awards or bonuses for nonsupervisory personnel, effects minor disciplinary measures, counsels subordinates, develops performance stands and rates staff.
  • Oversees the daily operation of the unit and ensures that agency policies and priorities are being followed.
  • Performs other related duties as assigned.
Work Schedule: Full-time; Monday - Friday; Must work VISN 21 core hours; Subject to change to meet the needs of the Agency.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/09/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: perform high risk, moderate and low risk suitability adjudications; process adverse suitability actions; expert knowledge of personnel security and suitability programs; provide authoritative interpretations and guidance to management officials and personnel security officers; ability to resolve difficult and complex security problems; coordination, preparation, and submission of service-level, facility, network, and VACO reports; interpreting and applying national policy; developing local policy and guidance for implementing new policies and procedures; plan and direct staffing team operations; supervise, provide guidance, effect discipline, and provide instruction to subordinate staff. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary and is usually accomplished while the employee is comfortable seated at a desk or table. However, some walking and standing may occur int he course of a normal workday in connection with travel to, and attendance at, meetings and conferences away from the primary work site. Incumbent may be required to be required to bed, lift, carry personnel security equipment such as laptops, scanners, etc. long distances at affiliate organizations. Must be able to lift 20-30 lbs. No special physical effort other than lifting/carrying of equipment is required to perform the work.
