As an LEAD MILITARY AND FAMILY READINESS SPECIALIST, GS-0301-11, you will evaluate command well-being policies and procedures governing programs and make and implement recommendations to increase capabilities and efficiency, and develop solutions to unique situations. Develop the program budget formulations and forecasts of funds for the full scope of the ARNG family readiness program. Establish, develop, and oversee the implementation of a comprehensive information, referral, family and community outreach, volunteer management, financial readiness and follow-up training, education and services in response to Soldier and family readiness needs. Manages and assigns tasks to subordinate staff, who may not be geographically co-located, based on priorities, difficulty of assignments, capabilities of employees, and work schedules. Perform other duties as assigned.

  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • The work may require the employee to drive a motor vehicle and if so, an appropriate valid driver’s license is required.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • Applicant must complete a Baseline Pre-Placement Screening for General Schedule positions within 30 days of appointment.
  • Acceptance of a Federal position may terminate Tricare Reserve Select eligibility.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

Qualifications

GENERAL EXPERIENCE: Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Must have 36 months or 1 year at the next lower-level specialized experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.

In addition, completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited at the rate of 1 month of education for 2 months of specialized experience.

You must provide transcripts or other documentation to support your educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.

This position is assigned to the Joint Force Headquarters (State) under the Military and Family Readiness Manager. The purpose of the position is to serve as the team leader for three or more Military & Family Readiness Specialists, in order to plan, coordinate, implement, and develop reporting data, in support of the family assistance, family outreach, community outreach, crisis response, family readiness and financial readiness functions of the ARNG Family Readiness Program for National Guard members and their families and provide commanders with staff assistance in solving problems affecting the military community and in improving the quality of life and well-being of members of the Army National Guard (ARNG) throughout the state. Responsible to project budget and fiscal requirements necessary for execution, documenting, and fiscal reporting in support of program initiatives.
