SUMMARY: The primary purpose of this position is to serve as Chief, Intelligence, Surveillance, and Reconnaissance (ISR) Systems Division (A2Y) for the 12th Air Force (Air Forces Southern), Director of Intelligence (12 AF (AFSOUTH)/A2), Davis-Monthan Air Force Base (DMAFB), United States Air Forces Southern (AFSOUTH), directly supporting United States Southern Command (USSOUTHCOM's) forward operating locations (FOLs), 355th Wing, 355th Operations Support Squadron, 354th Fighter Squadron, 55th Electronic Combat Group, 755th Operations Support Squadron (EC-130H COMPASS CALL), 41st Electronic Combat Squadron (ECS), 42 ECS, 43 ECS, 563rd Rescue Group, 48th Rescue Squadron (RQS), 79 RQS, 55 RQS, 214th Attack Group (Arizona Air National Guard), 610th Command and Control Squadron (CACS) (Reserve), 429th Expeditionary Operations Squadron (EOS), 12 AF (AFSOUTH)/612th Air Operations Center (AOC), Air Force Office of Special Investigations (AFOSI), 612th Theater Operations Group (TOG), and U.S. Army Training Joint Center of Excellence (HT-JCOE).

DUTY 1: Serves as Chief, ISR Systems Division (A2Y) responsible for Air Force (AF) JWICS support to intelligence organizations and tenant units supported by DMAFB. Plans, organizes, directs, and supervises all site AF JWICS operations.

DUTY 2: Exercises direct supervisory responsibilities for all A2Y Division personnel. Advises and provides counsel to military, civilian, and contract employees and second level supervisors regarding management policies, procedures, and directives.

DUTY 3: Installation program manager for all JWICS matters pertaining to the deployment, sustainment, and employment of infrastructure and devices across DMAFB.

DUTY 4: Manages HQ 12 AF (AFSOUTH)/A2 ISR JWICS Program for all Davis-Monthan AFB Units and Organizations.

DUTY 5: Senior ISR JWICS Configuration Manager. Serves as the DMAFB subject matter expert (SME) for JWICS configuration management and holds sole JWICS Program Manager position for more than twenty different organizations with more than five hundred user accounts.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of Department of Defense Intelligence Information Systems and Air Force policy and regulations. Knowledge of safety and security regulations, practices, and procedures and safeguarding of classified information. Knowledge of advanced analytical principles, concepts, and methods to produce detailed analyses of complex information/situations attained from multiple sources. Expert knowledge of Air Force and Air Combat Command Air Force Joint Worldwide Intelligence Communications System Concepts of Operations and Special Instructions. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of Department of Defense Intelligence Information Systems and Air Force policy and regulations.
  2. Knowledge of safety and security regulations, practices, and procedures and safeguarding of classified information.
  3. Knowledge of advanced analytical principles, concepts, and methods to produce detailed analyses of complex information/situations attained from multiple sources.
  4. Knowledge of complex information technology infrastructure and architecture at the base-level and across modernized enterprise networks in support of multi-source intelligence information systems.
  5. Expert knowledge of Air Force and Air Combat Command Air Force Joint Worldwide Intelligence Communications System Concepts of Operations and Special Instructions.
  6. Knowledge of National Institute of Standards and Technology security controls.

OTHER SIGNIFICANT FACTS CONT.
  • Security: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
  • Mobility is a condition of employment. The employee must sign an Air Force wide mobility agreement. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. The incumbent is required to work long hours over extended periods of time, possibly months in duration. Incumbent is on mobility status and must maintain physical qualifications to deploy overseas and live under austere conditions. Gas mask, chemical warfare ensemble, and recall requirements are constant, as is recurring training. Exercises and readiness training are conducted often, at times with little or no advance notice. The work is demanding.
  • KEY: This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
