This position is part of the Executive Office of the President (EOP), Office of Management and Budget (OMB), Energy, Science, and Water Division (ESWD), Energy Branch. The Energy Branch is seeking a detailee for approximately four to twelve months to oversee budget formulation and execution for the Department of Energy (DOE).

As a (Detail) Program Examiner, GS-0301-9/11/12/13/14/15, your typical work assignments may include the following:

  • Writes memoranda and conducts briefings for White House leadership and staff.
  • Assesses the resource implications of policy proposals and decisions.
  • Tracks Congressional appropriations and program funding.
  • Analyzes budget and legislative proposals.
  • Reviews DOE testimony and reports to Congress for alignment with Administration policy.
  • Makes recommendations to inform development of the President's Budget.
  • Reviews and approves financial plans, appropriations language, and draft regulations.
  • Other duties as assigned.

  • This is a non-reimbursable Detail assignment - Minimum 4 - 6 months with longer terms available and option to extend up to a Maximum (1) year.

Qualifications

Seeking a self-motivated, adaptable professional to thrive in a fast-paced environment and manage tight deadlines. The ideal candidate possesses exceptional analytical and writing skills, with experience in budget analysis, program management, or Federal oversight. Background in energy policy is a plus.

For the GS-9: Must currently hold a GS-09 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement.

For the GS-11: Must currently hold a GS-11 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement.

For the GS-12: Must currently hold a GS-12 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement.

For the GS-13: Must currently hold a GS-13 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement.

For the GS-14: Must currently hold a GS-14 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement.

For the GS-15: Must currently hold a GS-15 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
