The Chief of Facilities Management Service will oversee the Seattle Division consisting of 25 buildings, 1,497,359 GSF, and 42 acres of land as well as the American Lake Division, which has 72 buildings, 713,019 GSF, and 465 acres of land, six Community-Based Outpatient Clinics, and other leased properties.

  • Provides overall leadership and managerial functions of capital planning (such as: organizing, operating, and budgeting for Health Technology Management, Engineering, Construction, Renovation, Maintenance and Repair, Operations, Life-Safety Code Compliance, and Occupational Safety throughout the VA Puget Sound Health Care System (VAPSHCS).
  • Serves as a member of the medical center Senior Leadership Committees, and as the top advisor on facility concerns to the Executive Leadership Team.
  • Serves as a consultant and technical advisor to all services and programs at VA Puget Sound Health Care System (VAPSHCS) and be responsible for all planning, organizing, directing, evaluating and management processes for the Facilities Management Service (FMS), including setting qualitative and quantitative standards and providing the medical center's management officials and clinical staff information on the methods, techniques and procedures required to integrate the Engineering, Health Technology Management, and Interior Design programs into the mission of the medical center.
  • Directs all approved or funded projects and coordinate the design with the appropriate services, management, local and VISN Safety and Fire Protection Engineer, and VACO offices. Consideration must be made for functional space requirements, patient flow, workflow, safety, and new technologies, as well as TJC, Environment of Care, CARF, LTCI, NFPE, and OSHA requirements, while considering energy conservation and fiscal stewardship.
  • Responsible for planning, organizing, staffing, and directing the maintenance and operations of the buildings, grounds, and utility systems at both divisions of the medical center that includes a comprehensive program of maintenance, preventive maintenance, equipment upgrade, boiler and chiller operations, and documentation.
  • Manages special projects for major office or program issues of broad impact.
  • Collaborates with officials of other units or organizations and in advising leaders and management officials.
  • Directs a multi-million-dollar program annually.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. Healthcare Engineer candidates must be proficient in spoken and written English in accordance with 38 U.S.C. ยง 7403(f).
  • Education.
    • Bachelor's degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture and Architectural Engineering. Titles may vary from educational institutions and change over time; (COPY OF TRANSCRIPT REQUIRED) OR
    • Evidence of passing the Fundamentals of Engineering Examination with a bachelor's degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score; (COPY OF CERTIFICATION AND TRANSCRIPT REQUIRED) OR
    • Evidence of current professional registration or licensure as a Professional Engineer or Architect. Evidence of current professional registration or licensure can be from any State, the District of Columbia, Guam or Puerto Rico. (COPY OF REGISTRATION OR LICENSE REQUIRED)
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

In order to be considered for the Temporary Promotion you must meet the basic requirements along with the grade determination.

Grade Determinations:
Supervisory Healthcare Engineer, GS-14

Experience: One year of experience equivalent to the next lower grade (GS-13).

Knowledge, Skills and Abilities (KSAs). In addition to meeting the experience requirements for this grade level, the candidate must fully demonstrate the following KSAs:

(a) Knowledge of mechanical, electrical, structural, civil and other engineering/architectural principles, practices and their applications as related to healthcare facilities.
(b) Knowledge related to the management of overall healthcare system resources, (i.e., finances, space, equipment, supplies, schedules and staffing).(c) Skill in using effective communication in managing interpersonal relationships with internal and external customers, stakeholders, executive leadership, labor representatives and managers.
(d) Skill in balancing multiple responsibilities, setting priorities, delegating tasks and projects, meeting multiple deadlines, analyzing complex organizational problems and developing and implementing effective solutions that result in efficient operations.
(e) Skill in applying considerable independent judgment to interpret broad or general national policies and guidelines and adapt/apply them to specific compliant programs at the local healthcare system.
(f) Skill in recognizing and assessing evolving scenarios, utilizing initiative, and self-directing and assigning resources to affect resolutions.
(g) Skill in complying with national internal and outside regulatory agency and organization (including, but not limited to TJC, OSHA, NFPA, etc.) regulations, requirements, guides, policies, procedures, directives, standards and general medical program requirements as they relate to healthcare engineering.
(h) Ability to anticipate, develop and implement strategies in meeting the healthcare system's short-term and long-term strategic goals in a highly fluid environment.
(i) Ability to interview candidates for positions, recommend appointments, advancements, or when appropriate, disciplinary actions; evaluate performance and identify continuing education and training needs.

Preferred Experience: Experience as a Healthcare Engineering Leader with expert knowledge of Engineering to include Maintenance and Operations, Utilities, Construction, Roads and Grounds, Safety, and Biomedical Engineering. Experience with accurately identifying and analyzing prompt solutions to problems in Engineering processes and applications using proper trouble shooting techniques, reporting and communication techniques. Skilled at evaluating and making recommendations on planned or proposed Engineering administrative processes and policies. Experience collaborating with other Leaders in developing solutions and processes. Ability to assess needs and support others through a leadership role, and in a highly professional, collegial, and collaborative manner throughout all levels of the organization.

The full performance level of this vacancy is GS-14.

The actual grade at which an applicant may be selected for this vacancy is in the range of GS-14 Step 1 to GS-14 Step 10 .

Physical Requirements: Heavy lifting and carrying (45 lbs. and over), reaching above shoulder, and use of fingers. Environmental factors include working outside and inside, excessive noise (intermittent), dust, silica, asbestos, etc., electrical energy, slippery or uneven work surfaces, working around machinery with moving parts, working around moving objects or vehicles, working on ladders or scaffolding, and working closely with others.
