As a Supervisory IT Specialist (PLCYPLN) at the GS-2210-14 some of your typical work assignments may include:

  • Strategic Planning and Governance: Develops and maintains long-term strategic plans by assessing policy needs and creating the governing policies for all Information Technology activities for the DEERS Program.
  • Program Direction and Execution: Directs and leads the overall execution and guidance for the development, acquisition, testing, and fielding of assigned IT systems and programs.
  • Priority and Scope Determination: Provides leadership and direction in determining the scope and priority of objectives and plans, basing decisions on business impact, customer needs, and internal/external constraints.
  • Budgeting and Financial Oversight: Prepares Information Technology budgets and manages the IT investment portfolio to ensure resources are aligned with strategic objectives.
  • Workforce and Resource Planning: Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and makes assignments based on the complexity of the work and the capabilities of the employees.
  • Performance Management and Development: Evaluates subordinate work performance, provides counsel on both work and administrative matters, and identifies training needs to improve team production and quality.
  • Stakeholder Coordination and Negotiation: Coordinates program management activities with officials at other agencies, justifies program practices, and negotiates solutions to resolve differences of opinion across organizations.
  • Contractor and Vendor Oversight: Integrates and manages contractor work schedules, tracks progress and quality of performance, and makes final decisions on the acceptability or rejection of contractor work products.

Qualifications


You may qualify at the GS-14, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the 13 grade level in the Federal service:

  • Strategic Leadership: Leads a team through the entire program lifecycle, from gathering and prioritizing customer requirements to defining the strategic vision and approving the final roadmap.
  • Executive-Level Customer Engagement: Serves as an expert in assessing client needs and interacts with executive-level officials across the Department of War (DoW) and other government agencies to represent the organization's interests.
  • Programmatic Influence: Provides senior-level leadership to critically influence service delivery success with federal partners and offers IT policy guidance to senior management to ensure alignment with agency priorities.
  • IT Investment and Cost Management: Manages the Information Technology investment portfolio, including establishing metrics to measure and evaluate system performance and the total cost of ownership.
  • High-Level Decision-Making: Functions as an expert in making sound, well-informed, and objective decisions by perceiving the impact and implications of those decisions to accomplish organizational goals, even in uncertain situations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
