The COO oversees all ODNI business operations, including such areas as human resources, internal policies, finance and budget, information technology, security, facilities, and information management.

Duties

Help

Plan, develop and manage complex projects or programs for SNIS cadre that often requires generating new concepts, principles, and methods to ensure their successful implementation.

Plan, develop, and present written and oral briefings on significant HC issues; tailor and align written products and oral briefings with overall IC mission objectives and individual member needs.

Advise and present to ODNI senior leadership on the development, implementation, and management of complex programs for SNIS cadre and positions.

Design, develop and present expert, authoritative written products to customers at all levels on significant and complex SNIS related programs.

Serve as the focal point for all SNIS officer matters.

Maintain productive working relationships with colleagues, HR managers, and customers as appropriate and use these relationships to share information of interest and explain the specifics of HR and SNIS programs.

Develop and present written and oral briefings on SNIS issues and programs, and explain complex information to customers and stakeholders in a clear and consistent manner.

Work may require full range of COTR duties.

  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Demonstrated ability to communicate, both verbally and in writing, information in a clear, concise manner that is targeted to and meets the needs of varied audiences with different perspectives and objectives.

Demonstrated ability to work effectively both independently and in a team or collaborative environment, mentor junior colleagues, and utilize strong organizational and interpersonal problem-solving skills.

Qualitative and quantitative analytical skills necessary to collect data, analyze it, and develop substantive reports.

Desired Requirements:

General knowledge of IC, ODNI and HR policies, concepts, regulations, and practices, and consultative skills sufficient to plan and manage HR functions for ODNI and/or IC programs.

Superior ability to utilize critical thinking and reasoning skills to gather HR data and provide analysis of meaning/impact to senior management.

Knowledge of the mission, charter, roles and responsibilities for ODNI and/or individual IC organizations.

Demonstrated knowledge of one or more HR subject matter areas (Compensation, EEO and Executive Orders, HR policy, Learning and Development, Performance and Effectiveness, Talent Acquisition, Workforce Analysis and Planning, Succession Planning).

Working knowledge of COTR concepts and principles.

Working knowledge of OPM requirements and standards for the Senior Executive Service (SES) and equivalents, their performance appraisal systems, and their pay and awards structures.

Working knowledge of SNIS bonus board processes and GS-15 to SNIS promotions.

Bachelor's degree in fields such as Human Resources, Business Administration, Industrial and Organization Psychology, Training and Development, Workforce Analytics, or other related disciplines.

An active HR professional certification (PHR or SHRM)

SALARY DETERMINATION

The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance. Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Chief of Human Resource Management.

In some cases when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to, and not less than, the employee's current annual base rate of pay, not to exceed the maximum step rate of the GS grade to which assigned.
