Help

Serves as Youth Sports Program Manager responsible for the administration of the program, personnel management, program operations, and compliance.  Retains awareness of the program budget and assists in the planning and execution of the budget.   Applies professional knowledge of child and youth development to develop and supervise a developmentally appropriate youth program.  Ensures implementation of a developmentally appropriate program that promotes the social, emotional, physical and cognitive growth of children and youth in the age categories served.  Provides program oversight and accountability for the performance of employees and the safety of children in accordance with Department of War, Marine Corps, and local policies and standards.

Serves as a liaison with local institutions and community organizations to stay abreast of trends and changes in the community and to provide additional opportunities for families, children, and youth to participate in programs not offered on the base or that complement base programs. Interacts professionally with employees, parents, volunteers and local installation command personnel.  Ensures facilities are properly prepared in accordance with the rules and regulations of the sport and league.  Assists in maintaining sports grounds in proper playing condition.  

Responsible for recruiting, training, and supervising volunteers critical to the execution of the Youth Sports Program. Assists with monitoring coaches and compliance with the National Alliance for Youth Sports (NAYS)  policies and guidelines.  Assists in preparation of supporting data for new plans and budget recommendations.

Monitors a very extensive equipment issue program and applies reasonable control measures to maximize usage of supplies and equipment. Conducts inventories of resources (uniforms, equipment, supplies) and ensures adequate storage and maintenance.  Examines assigned youth sports resources for defects.

Supervises employees to include assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment.  Must be alert to alcohol abuse and take appropriate action.  

Provides input into the development of Child and Youth Program (CYP) standard operating procedures (SOPs) as required for the efficient operation and management of facility and programs.  Ensures implementation of these SOPs.  Develops and maintains Youth Sports SOPs as required.  Participates in, and recruits Youth Sports representatives for the installation CYP Parent Involvement Board.  Maintains an active program of parental involvement to include a PIB, parent education opportunities, and activities that provide parents with opportunities to participate.  Gives input into the development of CYP employee and parent handbooks and ensures distribution of these handbooks.  Ensures that available program spaces are fully utilized.

Ensures compliance with and is assessed by adherence to the standards and criteria developed by the Department of War (DoW), Headquarters, Marine Corps (HQMC) and NAYS. Takes action to implement recommendations or correct deficiencies resulting from inspections or accreditation visits. Prepares responses to inspection reports.

Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner.  Takes action to solve problems quickly.  Alerts the higher-level supervisor, or proper point of contact for help when problems arise.  Adheres to safety regulations and standards.  Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor.  Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

May be required to operate a government issued vehicle, therefore, a valid driver¿s license is required.  Performs other related duties as assigned.

EVALUATIONS:

Qualifications

¿    Must have three years¿ experience that demonstrates knowledge of the principles, concepts, and methods of youth sports and fitness program operations. 
¿    Must have experience with event/youth sports activities planning.  
¿    Must have experience in customer service and relations.  
¿    Possesses excellent management, leadership, and interpersonal skills, with the ability to develop and maintain collegial relationships. 
¿    Excellent analytical and problem-solving skills as well as a strong customer focus.
¿    Ability to work independently and handle multiple priorities and deadlines simultaneously.
¿    Ability to build and maintain a Youth Sports Program.
¿    Must be able to work with little supervision.  

This is a mixed position where the incumbent must be able to lift and carry objects up to 45lbs independently and objects over 45lbs with assistance. Ability to complete the NAYS required training within 6 months of hire. Ability to favorably pass a pre-employment physical, provide evidence of immunization and be free from communicable disease.  Ability to satisfactorily complete all background checks IAW PL 101-647 to include National Agency Check with Written Inquiries (NACI). A valid driver¿s license is required.
