Summary

This position is located within the Associate Director, Patient Care Services Office, Wilmington VA Medical Center (WVAMC) under the supervision of the Executive Assistant (EA) to the Associate Director, Patient Care Services.

This position serves as the Operations Departments' subject matter expert for business planning and analysis, tactical level implementation and measures success of the departments' business initiatives, improvements, and overall organizational effectiveness.

MAJOR DUTIES AND RESPONSIBILITIES

-Provides leadership with data analysis, resolution of operational problems, directs program
planning and employee development and management. They independently analyze
management techniques, evaluates results, and recommends changes to processes in order to
improve organizational effectiveness.

-Responsible for working with the Associate Director, Patient Care Services - Service Lines
Chiefs to establish both long- and short-term strategic planning process within the Service
Lines that will consider and effectively integrate resource management planning; the
missions of the VHA, VISN, and healthcare system; and the identified needs of the Service
Lines.

-Manages the oversight of administrative staff supporting the department program operations,
collection of data, submission of reports, intervention to resolve administrative problems and
program evaluation within the larger Service Lines.

-Analyzes current statistical data from disparate sources to identify trends and deficiencies;
oversight for support for workload input and data validation efforts, ensuring that systems
exist for real time tracking of cost transfers to and away from the department, adjustments to
cost mapping and develops supporting data that supports the preparation of new business
care proposals for the department.

-Oversees the development of administrative, standard operating procedures and the
implementation of operating policy in all phases of administrative management. Policies
must be in compliance with various requirements (Veterans Health Administration, Joint
Commission on the Accreditation of Healthcare Organizations, Office of the Inspector
General) and the incumbent identifies those requirements which must be included in medical
facility written policies and procedures, drafts such statements or assigns tasks to
subordinates to ensure completion.

-Establishes processes to ensure the electronic medical record reflects and facilitates accurate
documentation of all records. The incumbent is responsible for service lines' duties and
compliance related to Records Management, Compliance and Business Integrity, Information
Security.

-Responsible for identifying budget needs and negotiates with management to arrive at
appropriate funding levels that make the most effective use of resources. Typical duties
include defining budget requirements, executing approved funds, analyzing actual vs
planned, etc.

-Analyzes actual expenses as compared to the budget plan and identifies required adjustments
in resources and funding. These adjustments may occur relatively frequently due to increases
or decreases in budget, introduction of new services and programs and changes in technology
required to complete current and new work initiatives. This also involves (1) preparing
budget proposals which reflect past expenditures and changing program priorities, (2)
recommending solutions during fund shortages (such as program adjustments, elimination of
noncritical laboratory tests, etc.), and (3) promoting "cost consciousness" throughout the
service lines.

-Recommends and/or establishes service lines priorities for needed personnel, services,
supplies and equipment, and allocates available funds accordingly. Executes approved
funding programs and reprograms funding within authority levels, the implementation of the
overall budgetary and financial system directives and guidance. They set policy for the
department and authorizing reallocation of resources based on shifting needs and priorities.
Monitoring Finances Points, are properly managed, verified and certified in accordance with
standards and policy.

-Responsible for the oversight of the Service Lines' human capital resources and the
associated policies and procedures necessary to meet effective staffing levels and utilization.

-Assumes and performs duties associated with Contract Officer Representative (COR) Status
which includes a completion of comprehensive business plans prior to initiation of
solicitation; assisting contract officers with formulation of contract solicitation; participant on
the Technical Evaluation Panel (TEP) and the selection process leading to award of contracts.

-Other duties as assigned

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/13/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing assistance in the oversight, management, and/or coordination of a health care program and/or services; performing personnel management and administration responsibilities for an organization with varied functions and activities; managing and coordinates online communication tools such as internal SharePoint websites and other related informational tools; applying knowledge of policies, regulations, and guidelines pertaining to the effective operation of a program, coordinating activities, tracking costs/budget, etc.; and establishing and maintaining effective working relationships at all levels of key management officials and charitable organizations/sponsors, applying tact, ingenuity, and resourcefulness.. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level.
