Duties

Help
  • You will exercise managerial authority to plan, direct, coordinate and assess work utilizing technical, supply, and quality specialists to assure implementation and attainment of the goals and objectives of the handling division.
  • You will be responsible for the planning of required resources such as equipment, supplies, tools, and personnel to ensure all assigned work areas meet customer requirements, deadline delivery dates, and production schedules supporting fleet.
  • You will participate in the torpedo enterprise Quality and Corrective and Preventative Action (CAPA) programs and conduct causal analysis of maintenance and repair problems.
  • You will develop and implement methods to eliminate or reduce significant bottlenecks and barriers to torpedo production.
  • You will serve as a Technical Assistant (TA) for a NAVSEA service contract that provides engineering and technical service to the command.
  • You will be responsible for providing comprehensive management advisory and technical assistance to Production Department personnel performing Ordnance Equipment Mechanic work at all levels involved with MK48 torpedo production functions.
  • You will plan, develop, and recommend Quality Assurance improvement efforts in accordance with broad technical policy and regulations formulated by higher authority.
  • You will provide test and evaluation support and coordination for a specific technical area.
  • You will plan work to be accomplished, sets and adjusts short-term priorities, and prepares work completion schedules.
  • You will assign work to subordinates based on priorities, selective consideration of assignment difficulty and requirements, and the employee's capabilities.
  • You will be responsible for carrying out Equal Employment Opportunity (EEO) policies and communicating support of these policies to subordinates.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • The position requires the incumbent to perform Temporary Duty travel, out of the commuting area, approximately 10% of the time.
  • Temporary Duty does not normally exceed one-week in duration. Travel arraignments are provided by the command utilizing commercial carriers and are in accordance with Joint Travel Regulations.
  • This position regularly and routinely handles and physically performs tasks with conventional ammunition, ammunition components, explosives and related hazardous material.
  • This position requires a certification in accordance with OPNAV INSTRUCTION 8023.24 Navy Personnel Ammunition and Explosives Handling Qualification and Certification (QUAL/CERT) Program.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require overtime and rotating shift work.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

Experience and comprehensive, intensive, practical knowledge and skill in applying a wide range of technical concepts, practices, regulations, policies, and precedents related to the complex MK48 heavyweight torpedo production process, analytical and diagnostic techniques for same; and techniques for developing new or modified production work methods and procedures; and related emerging practices, methods and equipment.


Experience and knowledge of a range ofMK48 torpedo products including pertinent quality characteristics, supply chain methods and techniques, special processes, interrelationship of function parts and subassemblies, measurement and test techniques, and skill in developing plans and approaches calculated to ensure effective product quality.

Experience and detailed knowledge of and skill in applying various methods and techniques for investigating and analyzing the MK 48 Heavyweight Torpedo and support equipment technical problems and develop innovative methods approaches and procedures to resolve complex problems.

Experience and comprehensive knowledge of the MK 48 Heavyweight torpedo program including product specifications and standards; production methods and processes required to assure product quality; special material processes and treatments; use of specialized inspection and test equipment; and preservation, packaging techniques.

Experience and thorough knowledge of torpedo maintenance principles and skill in applying specialized methods and techniques for analyzing, evaluating, effectiveness and efficiency.

Ability to prepare briefings for higher management review of torpedo program goals, problems and resolutions and program accomplishments.

Ability to analyze independently and resolve difficult issues and problems in the maintenance programs of the MK 48 HWT IMA involving work methods, day-to-day operational procedures, and supply processes.

Knowledge and experience with Microsoft Office Suite including Word, Excel, Outlook, Access, and PowerPoint to perform analyses and to prepare presentations.
