SUMMAY:

PRIMARY PURPOSE: To serve first level supervisor and Senior Program Manager, USSOCOMJ39-Special Activities Branch (SAB), for the purpose of coordinating, supervising, training, and implementing theoperational applications of associated elements of information operations (IO), such as electronic warfare (EW),operations security (OPSEC), psychological operations (PSYOP), and military deception (MILDEC); as well as other associated functions where they impact IO, such as public diplomacy and public affairs in the support of special operations forces (SOF).

DUTIES:

  1. Plans, organizes, and directs the activities of J39-Special Activities Branch (SAB), ensuring that the J39-SAB complies with legal and regulatory requirements, and meets customer needs.
  2. Exercises supervisory personnel management responsibilities.
  3. Represents J39-SAB with a variety of NCR and functional area organizations.
  4. Serves as the architect and developer of strategic IO planning efforts.
  5. Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic viewpoint to ensure overall information protection requirements meet mission requirements.

Qualifications

CONDITIONS OF EMPLOYMENT (CONT.)

  • The incumbent will be required to acquire and maintain Top-Secret clearance eligibility with sensitive compartmented information (SCI) access, based upon a Single Scope Background Investigation. Investigative standards must be in accordance with applicable regulation before access can be granted and duties performed. Safeguards classified and sensitive information.
  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment, the incumbent is to refrain from the use of illegal drugs and, if requested, submit to urinalysis testing. Appointee must sign a statement acknowledging the position occupied as a Testing Designated Position.

QUALIFICATIONS:
In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration and Program Series (0301)

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include-Comprehensive knowledge and understanding of the authorities, responsibilities, policies, and procedures of the Defense Intelligence Agency, National Security Agency, Military Department Counterintelligence Organizations(MDCOs), Undersecretary of Defense for Intelligence (USD(I)), Undersecretary of Defense for Policy (USD(P)),and National Security Council necessary to coordinate with, and support the requirements of those organizations and respond to their inquiries; Knowledge of safety and security regulations, practices and procedures; -Knowledge of military operations, USG strategic communications, and the associated and/or supporting elements(OPSEC, MILDEC, PSYOP, EW) and the role of defense support to public diplomacy and the concepts and methods of military public affairs and military and DOD information support while establishing, maintaining, and effectively utilizing a network of contacts throughout the DOD IO community and other government agencies; AND In-depth knowledge of information and personal security regulations, practices, and procedures related to sensitive compartmented information, special access programs, clandestine operations, and other sensitive activities.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of military operations, USG strategic communications, and the associated and/or supporting elements(OPSEC, MILDEC, PSYOP, EW) and the role of defense support to public diplomacy and the concepts and methods of military public affairs and military and DOD information support while establishing, maintaining, and effectively utilizing a network of contacts throughout the DOD IO community and other government agencies.
  4. In-depth knowledge of information and personal security regulations, practices, and procedures related to sensitive compartmented information, special access programs, clandestine operations, and other sensitive activities.
  5. Skill and ability in making oral presentations and conducting meetings in order to effectively communicate within various levels of the Command, JS, OSD, and other government agencies utilizing skill in written and oral communications commensurate with the requirement to coordinate with general officers and senior civilians with whom frequent contact is required, including maintain successful professional relationships.
  6. Ability to plan, organize, and direct the function and staff of a small to medium organizations in order to analyze, interpret, and query financial data in preparing reports, schedules, and statements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
