Duties

Help

  1. Command expert for AFMC Scientist and Engineer (S&E) resource, manpower, education and training, competency management, and career management guidance requirements.
  2. Serves as advocate for the education and training, competencies needs of the engineering and technical management community for all levels S&E personnel.
  3. Coordinates engineering resource matters with organizations such as AFMC Centers, other services and agencies, DoD, industry, and academia.
  4. Represents the organization within a variety of installation and functional area organizations.
  5. Meets with key customers and stakeholders to assess customer satisfaction and explain organization policy and procedure.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in applying expert knowledge of Scientist and Engineering (S&E) missions and advanced engineering principles to resolve complex workforce training needs. This includes managing engineering processes and their integration with acquisition, financial, and personnel programs, with deep experience in requirements generation, budgeting, and funding. Further experience involves applying Air Force training directives, using data analysis to evaluate program effectiveness, and effectively communicating complex technical and policy issues to senior-level personnel.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Expert knowledge of the mission and functions of the Scientist and Engineering (S&E) community and other organizations in which the assigned engineering occupations reside, sufficient to understand, analyze and resolve training problems/needs.
  • Thorough knowledge of all assigned engineering processes and their relationships with other functions, including the AFMC acquisition process, financial, personnel, maintenance, and supply programs. Incumbent must have a high degree of skill in the detailed policies, procedures and concepts for requirements generation, programming, budgeting, and funding.
  • Current knowledge of appropriate training directives, an understanding of the Air Force instructional Development (ISD) process, and an understanding of the education and training process
  • Ability to analyze data from developed metrics, needs analysis surveys and draw valid conclusions from the data.
  • Ability to apply a wide variety of analytical techniques, to compile conceptual issues generated by mission and strategic occupational objectives.
  • Superior verbal/written communication skills to deal tactfully and effectively, with complex issues and differing views held by senior level personnel.
  • Expert knowledge of advanced engineering concepts, principles and practices which enable the incumbent to serve as an expert in the full range of engineering functions, which meet mission needs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
