Duties

Help

  • Victim Advocacy and Support: Serves as the single point of contact to coordinate victim advocacy, support, and response activities
  • Program Administration: Manages SAPR reports and referrals, to include data entry of official reports of sexual assault, case management, and SAPR Related Inquires into the Department of Defense Sexual Assault Incident Database and reports of sexual harassment by DAF Service members into the Military Sexual Harassment Advocacy Database, ensuring compliance with DoD and Service policies, legal requirements, and guidelines ensuring a high level of data quality
  • Administrative and Training: Assists with administrative and training programs, improvement initiatives, and program evaluation by providing feedback and suggests to the Principal SARC, as applicable
  • The SARC ensures that the organization's strategic plan, mission, vision, and values are communicated to the SAPR Vas and integrated into the team's strategies, goals, objectives, work plans, work products, and services
  • Exercises supervisory personnel management responsibilities over a limited staff

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest
  • A bachelor’s degree in a behavioral or social science; or related disciplines is highly desired; Four or more years of appropriate experience in either behavioral or social science equivalent is highly desired
  • Four years of experience in victim assistance or advocacy within military or civilian sector (two years as a SARC or SAPR VA preferred); Supervisory or project management experience is highly desired
  • This position has been identified as a position of public trust IAW DOD Policy
  • Minimum of Tier 3 Background Investigation that must be IAW DoD and OPM requirements and augmented by a State Criminal History Record Check (SCHRC) or enrollment in Continuous Evaluation is required
  • All applicable personnel must have completed a Federal Bureau of Investigations fingerprint check and Defense Central Index of Investigations check (or equivalent military records, or State records check for National Guard Bureau)
  • This position requires a high degree of discretion in relation to sensitive information of which the incumbent is aware
  • This position has been designated by the DAF as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the DAF, national security, and public safety
  • The work requires the employee to drive a POV/GOV. An appropriate, valid driver’s license is required for this position
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • Incumbent must be able to obtain and maintain a Secret security clearance
  • This position is Centrally Managed; PCS is authorized
  • This position is open to current Air Force employees assigned to Nellis Air Force Base only

Qualifications

Pre-screening requirements must be met prior to ordering a minimum Tier 3 background investigation as defined in the federal investigative standards implementation plan. Personnel may proceed with obtaining D-SAACP Certification once pre-screening requirements have been met and no adverse information or disqualifying conditions found.

Personnel may not have a disqualifying condition as listed in DoDI 6495.03; Incumbent must obtain and maintain an active D-SAACP certification in accordance with (IAW) Section 584 of Public Law 112-81 and DoDI 6495.03 as a condition of employment. Failure to maintain a condition of employment may result in disciplinary and/or adverse action up to removal from federal service.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, 0101 Series.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: Behavioral or social science or related disciplines appropriate to the position.

OR

Four years of appropriate experience that demonstrate that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

Combination of education and experience that provides the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include 1) Comprehensive and thorough knowledge of laws, regulations, policies, issues, etc., relating to sexual assault, victim advocacy, and other acts of interpersonal violence to plan, organize, implement, and carry out the components of an interpersonal violence prevention and response program. 2) Thorough knowledge of a wide range of practices and procedures associated with victim advocacy, social services delivery systems and other elements of specialized social service programs, and behavioral or social science principles to direct the activities of the Sexual Assault Prevention and Response Program. 3) Ability to function as liaison to installation and community organizations and offices to establish, maintain, and provide prevention programs and victim support in a wide variety of situations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of a wide range of social science and social work principles, concepts, practices, and social service delivery related to victim advocacy and the SAPR program pertaining to sexual assault prevention and response
  • Knowledge of Public Law, regulations, executive orders, etc. to include the DoD and DAF organizational structure, management policies, methods, and practices relating to sexual assault/sexual harassment victim advocacy and related self-directed or interpersonal violence
  • Skilled delivery of trauma-informed practices to provide tailored emotional support, ensuring victims feel respected, heard, and understood. Develops SAPR service networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals with extensive knowledge of on-and off-installation resources within the direct geographical region to offer each victim tailored and comprehensive referrals
  • Skilled in training and education techniques to implement and deliver effective sexual assault prevention and response training, as well as, related problematic or harmful behaviors that contribute to the likelihood of sexual harassment and sexual assault to facilitate meaningful discussions and achieve intended training outcomes
  • Ability to develop trusting relationships with sexual assault victims requires deploying interpersonal skills such as understanding, friendliness, courtesy, tact, empathy, concern, and politeness, effectively navigating difficult or distressed individuals while relating well to diverse backgrounds, and employing highly skilled professional advocacy methods to empower victims from initial response to resolution or termination of the professional relationship within the scope of the SAPR VA role
  • Ability to communicate effectively, both orally and in writing. Skilled in applying conscientious attention to detail, tact, and diplomacy during interactions with internal and external officials during difficult and sensitive circumstances with skilled communication, including developing rapport and actively listening to establish and maintain effective working relationships with organizations and individuals to enhance victim support and assistance

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
