Duties

Help
  • Analyses the local community to establish and implement activities to identify children in the local EDIS Area of Responsibility (AOR) who may require early intervention services (EIS).
  • Coordinates in Child Find activities with community agencies (e.g., DoD child development centers, MTF’s, DoD family support services) to ensure infants and toddlers with special needs are identified and referred for evaluation.
  • Collaborates with MTF referral sources, service providers, day care workers and others who interact with children and their families.
  • Collaborates in an interdisciplinary team, including the parents, for the development of an Individualized Family Service Plan (IFSP), ensuring the IFSP is completed in a timely manner and is reviewed/updated at least every six months.
  • Serves as a member of an interdisciplinary team (frequently as the Primary Provider) to develop an appropriate IFSP and deliver services for each infant/toddler and family.
  • Serves as service coordinator for assigned families and as liaison to school-based or other community-based service delivery programs.
  • Participates with a multidisciplinary team in conducting developmental assessments of children who may have complex developmental needs.

  • Lifting up to 40 pounds may be required.
  • This position has a TDY or business travel requirement of 10% of the time to various locations. This may require travel on military aircraft, ships, and vehicles.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • This position has mandatory seasonal influenza vaccination requirements and is subject to annual seasonal influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Early Childhood Special Educator:

A. Degree: Bachelor's degree (or higher degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position, such as Psychology, Child Development, Family Studies, Early Childhood Education, or Special Education. (You must attach a copy of your transcripts.)

OR

B. Combination of Education and Experience: Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, such as Psychology, Child Development, Family Studies, Early Childhood Education, or Special Education, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study described in A above. (You must attach a copy of your transcripts.)

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes conducting screening procedures to identify children who may need Early Intervention Services (EIS); conducting family interviews and assessments to determine a child's performance level; collecting data from other team members and agencies involved with child evaluations; and preparing reports, letters, and documents as required. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

This position is a term position and may be extended in one year increments up to a maximum of 8 years.

This position is obligated. An obligated position is one to which an employee has statutory restoration rights based on active military service,
compensable injury or disability when fully recovered, return rights based on having served an overseas tour(s), and may also cover employees who have been on extended leave without pay under certain circumstances. During the obligation period, the position may be filled on a temporary or permanent basis. The selected employee is required to sign an agreement acknowledging that (s)he is aware of the obligation and accepts the fact that (s)he may be displaced under reduction in force procedures at a later time.
