This position is located in the Department of Veterans Affairs, Veterans Health Administration, Mid Atlantic Health Care Network (VISN 6), Salem VA Medical Center (SVAMC), in Fiscal Service. The MCA Site Manager is the coordinator, manager, and supervisor of the MCA program for the Salem VAMC. The incumbent is responsible for establishing, planning, coordinating, technical operations, and support of the MCA program under the auspices of Veterans Health Administration (VHA) Office of Finance.

SUPERVISORY DUTIES

  • Supervises one GS-0343-11 MCA Management Analyst, one GS-0343-11 VERA Coordinator, and two GS-0343-09 Program Analysts. Plans work to be accomplished, setting priorities and establishing schedules for accomplishment of work assigned. Bases work assignments on program priorities, giving selective consideration to the nature of the work and the capabilities of the staff. Develops position descriptions and performance standards for the team, monitors performance, taking disciplinary action when necessary, evaluates work accomplished, coordinates special projects, interviews, selects employees, and approves leave.
  • Resolves informal complaints, recommends promotions, reassignments and other changes in assigned personnel.
  • Responsible for active support of the medical center's EEO Program by seeking to eliminate barriers to EEO, assuring that selections are based entirely on merit and fitness, and providing development opportunities for qualified employees' work schedules to accommodate affirmative action activities.
  • Identifies developmental and training needs of staff members, ensuring appropriate access to necessary training and development opportunities. Encourages subordinates to attend continuing education and training development activities in order to obtain the number of training and/or continuing education hours specified annually.
NONSUPERVISORY DUTIES
Program Coordination and Management
  • Responsibilities require the application of knowledge of national VHA healthcare programs meeting inpatient and outpatient missions at a highly complex, affiliated tertiary care Medical Center with multiple sites and satellite outpatient clinics distributed across a wide geographic area. Guiding clinical staff in the use data capture and analysis.
  • Identifies trends, accomplishments, and/or deficiencies related to the program in order to devise solutions or propose alternate courses of action. Prepares cost effectiveness studies of Medical Center operations and is responsible for the collection, interpretation and analysis of quantitative and qualitative data relevant to the program being evaluated. Provides reports or briefings on the results of studies. Identifies areas and issues for nationwide review through the program departments and promotes discussions among national VA groups on these issues through national meetings and mail groups such as VHA MCA Site Supervisors and VHA Clinical coordinators mail groups. Once substantiated incumbent can request to include in national meeting agenda/site calls. Once issues are reviewed and validated, incumbent will work with VACO program office or VISN MCA coordinator to modify for effective outcome throughout the VHA as a whole.
  • MCA activities affect resource allocation as the data is used in the VERA model, VACO and VISN studies and benchmarking, VHA decisions based on productivity and clinical data from the national MCA database.
  • Analyzes the existing automated and manual systems to determine the type of financial and clinical information available. Assesses the effectiveness of the data collection systems and develops audits of the resulting output for evaluation. Reviews and analyzes computer generated cost, budget, and clinical activity reports on a monthly/quarterly basis in order to verify the accuracy of the data, noting trends, analyzing variances, and identifying areas for concern/improvement.
  • Validates and analyzes national reports such as Physician Productivity Report, Cost by Treatment Specialty, Cost by Stop Code Validated by Mapping, and Workload Validation reports to determine effectiveness of clinical staff. Accomplishes, evaluates and monitors all required audits as the data moves through the MCA systems and develops others for specific purposes or issues. Resolves automated data issues and collection issues with intensive and complete reviews.
Education and Training
Coordinates the training of all levels of local management in the operation and use of MCA to include department managers, service chiefs, physicians and top management.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/17/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of clinical and information systems; specialized SQL knowledge and experience, examining health information systems and problems, preforming detailed analysis of technical information systems, and determining best actions for resolve. Analyzing and making recommendations for ways to improve the effectiveness and efficiency clinical and information systems in a program or support setting; analyzing data and preparing project papers and staff reports; delivering briefings to managers to encourage understanding and acceptance of findings and recommendations; and analyzing and evaluating methods and techniques to issues concerning the efficiency and effectiveness of program operations carried out by administrative support functions, such as supply, budget, procurement and personnel which serve to facilitate line or program operations.
  • Selective Placement Factor. The Selective Placement Factor (SPF) for this position is: Experience with VA Financial Systems.

* Preferred Experience: Preferred candidates will possess extensive experience in VHA managerial cost accounting operations, including oversight of cost allocation methodologies, expense distribution, and financial reporting within the VA financial management system. Experience supervising professional accounting staff, managing workload distribution, and ensuring compliance with VHA policies. Demonstrated expertise in reconciliation processes and financial data integrity within VHA systems is preferred. Candidates should have experience providing executive level financial analysis, advising senior leadership on cost performance and efficiency initiatives, and implementing process improvements to strengthen financial accountability and audit readiness.

Physical Requirements: The work is sedentary. However, there may be some walking, standing, bending and carrying of light items such as papers and books.
