This is an Air Reserve Technician (ART) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, ARTs are required to maintain their active membership in the AF Reserve unit where assigned. ARTs receive on average one weekend of military training per month.

Duties

Help

The primary purpose of this position is: to serve as an Air Reserve Technician (ART) Section Small Shop Chief no more than 25% of the time over journeyman mechanics and to train reservists in the accomplishment of tasks set forth herein.

DUTY 1: Performs small shop duties over the journey-level mechanics in the section no more than 25% of the time. Responsible for the internal scheduling of work within the work center and plans daily work of subordinates. Also plans work schedules for reservists assigned to the function to ensure exposure to the full range of journeyman duties of the trade. Assigns tasks on a job or project basis, relays priorities and deadlines, explains work requirements before sending employees to docks or flight line as required and provides technical assistance and interprets technical orders for subordinates.

DUTY 2: Modifies and adjusts parts, components, accessories, etc. on assigned aircraft. Makes prescribed modifications and final adjustments of a complete engine to include minor repair or replacement of attached electrical, pneumatic, and fuel subsystems, engine controls, and instrumentation as prescribed by work specifications and technical orders within established time frames. Resolves most problems independently.

DUTY 3: Performs work related to troubleshooting malfunctioning engines. Determines engine acceptability from thrust, fuel consumption, and temperature readings and computations. Diagnoses problems causing engine malfunction through visual observation or by disassembling and measuring parts for deviation from specifications without undue delay determining methods of repair in accordance with applicable technical requirements.

DUTY 4: Performs tasks involving the disassembly of aircraft engines, engine assemblies, and/or accessories. Accomplishes disassembly in proper sequence, watching for problem areas, and accurately estimates the serviceability of disassembled parts. Appropriately routes parts or components for repair or salvage. Critical.

DUTY 5: Certifies work produced under the USAF Technical Order Program. As required, verifies and certifies work processes and procedures of certified coworkers and trainees and adequacy of work accomplished. Attends and successfully completes On the Job Training (OJT) and any required classroom training required to be certified on assigned tasks. Critical.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C for WG-8600 Engine Overhaul Family

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-8600 Engine Overhaul Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

The screen out element for this position is the ability to perform the work of an AIRCRAFT ENGINE MECHANIC with little to no supervision.

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Ability to modify and make adjustments to aircraft engine parts, components, accessories and subsystems and the ability to read and interpret instructions, specifications, and technical orders, etc. and the ability to diagnose aircraft engine, component, and/or subassembly malfunctions and determine methods of repair.

2. Knowledge of aircraft engine hydraulic, electrical, and pneumatic systems, knowledge of aircraft engine test cell procedures and the electrical, fluid (fuel and hydraulic), and air systems of aircraft engines and knowledge of safety and security requirements as outlined in applicable standards, regulations and technical orders.

3. Skill in using various types of general and special purpose measuring instruments, tools, and test equipment.

4. Ability to diagnose aircraft engine, component, and/or subassembly malfunctions and determine methods of repair, the ability to disassemble aircraft engines and components in proper sequence and the ability to clean work area and/or job site upon completion of work.

5. Knowledge of tool, equipment, and materials accounting and security, knowledge of USAF Technical Order Program and its certification procedures and the knowledge of applicable personnel, manpower, time and attendance, and budgeting instructions, guidelines, and requirements.

6. Ability to follow budgeting directives, instructions, and procedures.

CONDTIONS OF EMPLOYMENT CONT'D:

1. Performs other related duties, as required.

2. This is an Air Reserve Technician (ART) position. Must meet and maintain Air Force Reserve requirements. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned some non-ART duties, generally not to exceed 30% of total responsibilities. Work schedules will be so aligned to allow the individual to function fully on unit training assembly (UTA) weekends.

FUNCTIONAL REQUIREMENTS:

Hours of standing are 4 hours/day. Hours of crawling are 1 hour/day. Hours of kneeling are 1 hour/day. Hours of repeated bending are 2 hours/day. Hours of climbing, legs only are 2hours/day. Climbing, use of legs and arms. Both legs required. Ability for rapid mental and muscular coordination simultaneously. Near vision correctable at 13 inches to 16 inches to Jaeger 1 to 4. Far vision correctable in one eye to 20/20and 20/40 in the other. Specific visual requirement is: May wear eye glasses or contact lenses. Both eyes required. Depth perception. Ability to distinguish basic colors. Ability to distinguish shades of color. Hearing (aid permitted). Hearing (without aid). This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency.
