Summary

As a Senior GSA SmartPay Program Specialist, you will be responsible for marketing, development, technical support, and overall program management of the GSA SmartPay Program.

Location will be determined upon selection.

The Center for Charge Card Management (CCCM) Service Delivery Branch is responsible for GSA charge card services, including GSA SmartPay products and services.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

  • Plan, research, develop, coordinate, and evaluate operational guidelines, programs, and processes for the GSA SmartPay program;
  • Provide high level technical assistance in resolving complex issues related to business development, communications programs, contracting actions, and customer agency issues; create new business development opportunities and coordinate business developments with strategic marketing approaches;
  • Use qualitative information to create successful strategies, employ tactics, and draw conclusions;
  • Develop GSA SmartPay communications plans, targeted messages, and informational materials that involve multiple projects, require coordination and collaboration across several organizations, and employ innovative communications approaches;
  • Provide technical expertise for legislative matters pertaining to GSA charge card services, including GSA SmartPay products and services.

The GS-14 salary range starts at $125,776 per year.  Locality pay varies by duty station location.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is defined as experience directing, managing, or coordinating programs related to GSA SmartPay or commercial charge card programs and executing strategic plans and business processes to align with program and agency goals and performance measures.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review the resumes of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Knowledge of GSA SmartPay program, agency charge card policies, and the commercial charge card industry.
  2. Ability to effectively communicate, negotiate, and articulate complex technical concepts to diverse audiences.

  3. Knowledge of a wide range of qualitative and quantitative techniques required to collect and analyze market research data and identify marketing problem areas, conduct research, select and evaluate technical data, and make recommendations for action.
  4. Ability to effectively manage programs, devise communications methods, and identify and propose solutions to problems associated with broad and difficult communications issues; deliver formal presentations to present team findings; synthesize information and prepare written technical reports; and research, develop and write a wide range of communications materials.
  5. Knowledge of the legislative process in the United States Congress to research, review, and analyze legislative issues and proposals and develop background information and legislative history to support the management decision-making process.
