The Supervisory Air Traffic Control Specialist serves as the Air Traffic Control (ATC) Procedures Terminal Team Manager, performing work that is a mixture of routine and complex projects/programs based on the objectives of the Mission Support Services (AJV) and the Air Traffic Organization (ATO). Directs a team of highly technical specialists that provide support to other Federal Aviation Administration (FAA) Lines of Business, ATO service units, service area and centers, and terminal field facilities.

Applies an advanced knowledge of the technical aspects of the work directed, as related to air traffic facility management and operations. Provides direction to the team on National Airspace System (NAS) automation systems, such as operation of NAS automation systems, such as En Route Automation Modernization (ERAM), Micro En Route Automated Radar Tracking System (MEARTS), and Standard Terminal Automation Replacement System (STARS), emerging technologies, airspace modernization, and facility operating procedures and processes. Provides leadership in developing terminal procedures on established and emerging technologies within the NAS to achieve the strategic goals of the ATO and the FAA.

Oversees the implementation of ATO’s Safety Management System within the Standards and Procedures Group (Terminal). Contributes to safety risk management panels by identifying potential hazards and recommending mitigations for proposed changes to the NAS. Reviews relevant safety data and collaborates in determining training needs related to NAS modifications.

Possesses advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision. Managerial duties typically affect employees in more than one organizational unit/project/program, and include: planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave, time cards, and travel; and taking, recommending or approving corrective/disciplinary actions as appropriate. Coordinates training needs based on new or revised procedures and standards.

Leads collaborative efforts with facility staff and subject matter experts to develop, validate, and implement air traffic control procedures that optimize operational capacity and address evolving traffic patterns. Ensures that proposed changes align with national ATC policy and support strategic efficiency goals.

Conducts reviews of operational needs and system requirements submitted from field facilities, assessing them from a policy and procedural management perspective. Provides recommendations and approvals to ensure alignment with overarching ATO goals, while identifying opportunities for enhanced resource utilization and reduced delays.

Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational unit/project/program. Manages budget and either reallocates resources among organizational units/ projects/programs or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements.

Contacts are primarily within the organizational unit, AJV and the ATO with subordinates, peers, and higher level managers to discuss the status of projects/programs and to plan for the future. The Team Manager has frequent contact with external customers, other government entities, and other external parties to interpret policies/procedures or for other project/program purposes.

Maintains strong communication with Mission Support Service Center staff to ensure field issues requiring headquarters-level intervention are resolved swiftly and effectively.

Qualifications

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-J or FG/GS-14) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE is defined as:

  • Experience participating in and contributing to safety risk management panels by identifying potential hazards and recommending mitigations for proposed changes.
  • Experience conducting reviews and assessments of operational needs and system requirements from a policy and procedural.
  • Experience providing leadership in the development of procedures on established and emerging technologies

Experience in a military or civilian air traffic facility that demonstrates possession of the knowledge, skills, and abilities required to perform the level of work of the specialization for which application is made. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules, and regulations.
