Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as Contract Specialist responsible for pre-award and post-award functions for a variety of contracts to include large-scale and/or complex procurement of services, equipment, and/or construction for the Alaska District and other Government agencies.

Help
  • Assist contract administration offices in the administration of contracts, including performance of termination actions, until final delivery and payments are completed and the contract is closed.
  • Review requests for the procurement of complex equipment, services, and/or construction.
  • Negotiate contract modifications.
  • Provides technical advice, guidance and training to junior contract specialists in the division.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time
  • This is a Defense Acquisition Workforce (AWF) position.
  • The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned on the sequenced position Conditions of Employment data fields in the header of the PD/PRD.
  • This position requires a Foundational Career Level Certification or Contracting Professional Certification within 3 years.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Contract Specialist

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

OR

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

GS-11 Specialized Experience: One year of specialized experience which includes 1) Providing technical advice to customers; 2) Performing pre-award and/or post award functions for various contract types; and 3) Assisting in monitoring Contractor performance to ensure compliance with contract requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: finance, contracting, etc.

GS-12 Specialized Experience: One year of specialized experience which includes 1) Serving as a Contract Specialist for pre-and/or post-award functions for contracts and/or grants/cooperative agreements such as, but not limited to, procuring a wide variety of products and services; 2) Preparing awards and modifications; 3) Performing price/cost analysis; and 4) Monitoring contractor's performance to ensure compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

FOR GS 12 ONLY: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Education
