Help

As a Property Disposal Specialist (Hazardous Waste Management), you will:

  • Manage disposal processes, including the toxic and hazardous waste disposal processes at agency hazmat disposal facilities.
  • Consult with pollution prevention and abatement staff on policy changes to prioritize operational needs
  • Serve as contracting officer's technical representative (COTR) for the agency's centrally coordinated disposal contracts.
  • Identify skill level requirement for disposal team members, coordinate and conduct informal and formal training.
  • Serve as lead on the group monitoring agency wide transportation of hazardous waste via agency vehicles or commercial carriers.
  • Determine best value to the agency of disposal of nonhazardous materials, including equipment donations, auctions and negotiated sales, or contracts for disposal services.

Conditions of Employment:
  • This position requires the incumbent to acquire and maintain Hazardous Waste Operations and Emergency Response (HAZWOPER) certification. Will be required to perform routine onsite inspections during workdays, but may include weekends and holidays.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS:

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-11, in the Federal service. Specialized experience for this position is defined as: 1) performing reutilization, transfer, donation, or sales of hazardous and/or toxic waste products; 2) performing property disposal management, control, and advisory activities; and 3) researching or recommending solutions to problems and implementing new hazardous and/or toxic waste disposal techniques.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. To receive selection priority for this position, you must: 1) meet the eligibility criteria; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.
