The Administrative Office of the U.S. Courts (AO), Department of Administrative Services, Facilities and Security Office (FSO) is seeking a dynamic, high energy, and exceptional leader to serve as the Chief of the Judiciary's Real Property Asset Planning Team (RPAPT).This position reports to the FSO Chief.

The Chief, Real Property Asset Planning leads strategic planning efforts for the Judiciary's pursuit of seeking real property and legislative authorities for both owned and leased buildings within the Judiciary. The incumbent leads resource analysis, organizational design, business process development, policy development, budgeting, and other planning activities. The incumbent will form and coordinate a multi-disciplinary team to support the development of real property asset management solutions

The duties of the Chief, Real Property Asset Planning include, but are not limited to:

  1. Overseeing a multi-disciplinary team of Judiciary staff and contractors chartered to create plans related to the Judiciary's pursuit of seeking real property and new legislative authorities or policies related to the management of real property assets occupied by the Judiciary; determining the appropriate composition of the team, seeking representatives from stakeholder offices, developing a project plan and schedule, coordinating meetings, and facilitating communications; and overseeing any contracts required for specialized support and analysis.
  2. Serving as the spokesperson for the strategic planning efforts and providing regular reports and updates to leaders and stakeholders.
  3. Identifying the the roles and responsibilities associated with the Judiciary's effort for managing real property assets and designing the most efficient organization possible to perform those functions; seeking technical advice and support from team members or contracted consultants; identifying and evaluating best-in-class organizational models used to perform similar functions in other public and private organizations; and identifying opportunities for increasing efficiency and minimizing overhead costs.
  4. Developing resource requirements to support the Judiciary's pursuit of managing real property assets, including identifying inherently governmental functions that require government employees versus functions to be performed by contract; and overseeing any workload analysis required to determine the appropriate number of government staff required for a function and their classification levels.
  5. Identifying support requirements for managing real property assets (e.g., information technology, administrative systems, acquisitions, human resources, financial management, and accounting, etc.).
  6. Identifying new business processes required to manage and maintain real property assets more effectively within the Judiciary, including modifying existing Judiciary business processes and developing new business processes and standard operating procedures; and identifying new information technology systems and applications and modifications to existing Judiciary systems and applications required to perform these responsibilities.
  7. Analyzing existing Judiciary policies and identifying improvements, amendments and new policies required for better efficiency, new authorities, and new business processes; and identifying when policy changes should be started and completed to support strategic plans.
  8. Developing multi-year budgets for the management and maintenance of real property assets;
    synchronizing these budgets to support any proposed implementation and transition plans for the Judiciary's pursuit of seeking new legislative authorities or policies related to the management of real property assets; and allotting resources in these budgets among the major real property business functions.

  7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications

Applicants must have demonstrated experience which shows competence in the qualifications as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which includes interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) (preferably 5 years) of specialized experience equivalent to the GS-15/JSP-15/CL 31 level which is in or directly related to the line of work of this position. Specialized experience for this position is defined as follows:

  • Managing large and complex real property functions, including leasing, project management, operations and maintenance, building technology and systems, space management, and portfolio management.
  • Managing federal acquisitions associated with real property management functions, such as the procurement of building services, equipment and supplies, construction, and leasing.
  • Managing organizational change, including manpower analysis, organizational design, change management strategy, communications, risk analysis, and cost/benefit analysis.
Highly Desired:
  • 5+ years of senior leadership experience directing high-performing teams.
  • 5+ years of experience in real property management (e.g., facilities management, operations and maintenance, construction, design, leasing, portfolio management).
  • Knowledge of the organizational structure and functions of the Judiciary, GSA Public Buildings Service, U.S. Marshals Service, and the Federal Protective Service.
  • Direct federal acquisition experience (e.g., possessed contracting officer warrant, served as a contracting officer representative, developed contract requirements, served on a technical review panel, developed contract requirements, etc.).
  • Experience working in the project management, design, and construction industry.
  • Excels at developing and delivering high-level briefings to stakeholders (i.e., federal judges, internal stakeholders, OMB, elected officials).
  • Exhibits exceptional decorum and teaming skills to advance complicated topics and projects.

  • Expert knowledge and understanding of real property functions, roles and responsibilities, including leasing, project management, operations and maintenance, building technology and systems, space management, and portfolio management. This should include knowledge of building technology, space management, portfolio management, and associated business processes and workforce requirements.
  • Expert knowledge on the roles and responsibilities associated with jurisdiction, custody and control of government-owned buildings, including responsibilities associated with other tenants.
  • Experience overseeing organizational change that includes manpower analysis, organizational design, change management strategy, communications, risk analysis, and cost/benefit analysis.
  • Executive-level experience successfully leading a team in performing highly dynamic, high-profile, transformative projects. This should include knowledge of project planning, scheduling, communications, building coalitions, organizing a multi-disciplinary team, and operating as a self-directed leader.
  • Expert knowledge of government acquisitions associated with real property management functions, such as the procurement of building services, equipment and supplies, construction, and leasing. This should include knowledge of contracting options and strategies, roles, and responsibilities of contracting officers and contracting officer representatives (including training and certification requirements), and acquisition regulations and guidelines.

Executive Core Qualifications (ECQs): Applicants currently serving in an AOES and Court Unit Executive positions or under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to submit a narrative response for the Executive Core Qualifications (ECQ).
