The primary purpose of this position is to: Provides instruction of concepts associated with high- risk DoD personnel participating in sensitive, National level Code of Conduct and SERE related programs directed by the Joint Chiefs of Staff (JCS). Responsible for providing academic instruction, role-play laboratories and practicums. Functions as a team leader on Mobile Training Teams (MTTs).

Help

  • Individual provides academic instruction, role-play training activities and practicum.
  • Provides training in accordance with established policies utilizing a variety of methods to include but not limited to: role-play, formal lecture, demonstration performance, informal group/guided discussion, practicum, and remediation and group briefings in a diverse range of settings either in residence or at other CONUS or OCONUS locations.
  • Creates personal lesson plans for academic lessons and provides leadership during critical learning seminars requiring student monitoring of high-stress laboratory and follow-on discussions.

  • Graduate and/or instructor of a DoD approved Level "C" SERE course is highly desirable.
  • Work may occasionally require travel away from normal duty station on military or commercial aircraft.
  • All candidates will be subject to a physical to determine if they meet the physical requirements for the position.
  • Position requires lifting up to 70 pounds, extended standing on hard surfaces, tolerance of heat and cold temperature and uneven walking surfaces during training activities. Vision and hearing correctable to normal range is acceptable.

Qualifications

This is a GG-09 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-09 duties for the "Professional" work category are at the "Technician/Administrative Support" work level and are equivalent to those at the GS-09 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.

OR

Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:

  • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
  • Supervising or administering a training program.
  • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
  • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of the standard principles, concepts and methodology of specialized course materials and instructional techniques to conduct programmed training courses. May render assistance to evaluate, discuss, test, and validate instructional methods and materials. Incumbent will instruct the concepts associated with high-risk DoD personnel participation in this specialized intelligence training program. The individual must master basic instructor principles and techniques and cope with non-routine situations requiring application of new and/or unique techniques. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

2 full years of progressively higher-level graduate education leading to such a degree

LL.B. or J.D., if related

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of doctrine, plans, policies, and procedures, which govern peacetime/hostage.
  • Knowledge of policies, procedures, and requirements for all military services and high-risk customers.
  • Knowledge of operational, intelligence training field to equip the individual to reach complex decisions regarding the development of new methods, approaches, and procedures to meet continuing program changes and conflicting/competing requirements.
  • Knowledge of and working experience with sensitive compartmented programs designed to support requested training.
  • Knowledge of content of courses and principles of instruction to develop training scenarios and courseware. Knowledge of subject matter with the ability to tailor course or program elements to fit the particular needs of various audiences.

Knowledge and understanding of personnel recovery tactics, techniques, and procedures. Knowledge that provides understanding of Level-C Code of Conduct Executive Agent Instruction, DoD Directive 1300.7 and other core documents recommended by HQ JPRA.
Conditions of Employment Continued:
  • All candidates must successfully complete a skills and aptitude assessment administered by the PRA during the interview process. Documentation validating certification as a PRA instructor within six months will be accepted.
  • All candidates must pass a psychological evaluation conducted by a certified SERE psychologist prior to selection. Documentation validating a previous evaluation within one year of date of hire will be accepted. Requirement may be waived if the applicant is an active Code of Conduct Instructor at a DoD certified school.
  • Frequent TDY IAW Joint Travel Regulations (JTR) Volume 2, traveling on regularly scheduled passenger military or commercial aircraft in performance of duties.
  • During contingencies or wartime, the incumbent may be expected to perform duties and responsibilities, possibly including but not limited to: exercises of wartime and/or contingency operations; deployment within CONUS/OCONUS communities; reporting for or staying on duty when other employees are excused; working overtime or irregular duty hours, performing frequent and lengthy TDY; and other types of employment-related duties.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.
